Responsibilities

  • Implements detailed plans and recommends policies / procedures regarding program specific requirements.
  • Manages a multidisciplinary team of staff, contractors and consultants to effectively implement major large scale facility construction projects, renovations and alterations.
  • Manages assigned projects ensuring effective teamwork and communication, high standards of work quality and organizational performance.
  • Coordinates all documentation, including all correspondence from building inspectors, and contractors. The Waterfront / Riparian position will also require correspondence with Environmental Assessment planners, landscape architects, architects and engineers (civil, structural, geotechnical, coastal, hydrogeologic).
  • Coordinates the planning work and the work priority in complex phased projects.
  • Inspects and supervises work in progress by consultants, contractors and department staff ensuring that all work is executed in accordance with relevant legislation and approved contract documents, project drawings and specifications.
  • Assists in the resolution of delay claims and disputes that may arise through the execution of construction activities.
  • Secures approvals from various regulating and government agencies to enable projects to proceed (i.e., site plan approvals, re-zoning and Committee of Adjustment applications, and for the Waterfront / Riparian position Toronto and Region Conservation Authority TRCA , Ravine and Natural Feature Protection RNFP , Federal Department of Fisheries and Oceans and any other relevant permits).
  • Reviews assessments conducted with client groups to ensure that capital requirements are addressed accordingly during the budget cycle.
  • Prepares pre-qualification documents to ensure that qualified bidders are obtained to meet the Corporation's accepted standards for specialized projects.

For the Waterfront / Riparian position this may include where applicable coordinating with partnering agencies such as TRCA and Toronto Water.

  • Evaluates tender documents and consultant proposals and makes recommendations for Council approval.
  • Provides input into and administers assigned budgets, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Assists senior management team in developing strategic policies and programs to meet the long term needs of the Capital Project Design and Delivery Section.

For the Waterfront / Riparian position this may include where applicable alignment with other City and government strategies, (Ravine Strategy, Parkland Strategy, Resilience Strategy, Cycling Network Plan etc.).

  • Coordinates and reports on cost control and provides assistance in the preparation of the Section's budget and liaises with other Sections accordingly.
  • For the Waterfront / Riparian position coordinates the detailed financial breakdown as required for invoicing purposes for Financial Planning, Capital Finance team and governmental funders such as Infrastructure Canada.
  • Compiles, analyzes and correlates data and prepares reports and studies for submission to management and / or council on program related matters.
  • Collects, maintains and analyzes data in cost control and capital variance reports. Develops business cases related to staff resource requirements, financial and operational plans.
  • Acts as a liaison with other divisions, monitors schedules, and maintains accurate records of budget and resources and may represent divisional needs with other divisions.
  • Confirms detailed and timely reports, records, schedules, monthly status reports, initiates correction of variances, as required by the Program or Senior Project Manager.

Manages and approves the preparation of Contracts.

  • Liaises with Parks and Community Recreation as well as for the Waterfront / Riparian position Urban Forestry and Environment and Climate and TRCA as needed for coordination of capital plan implementation.
  • Assists the Program or Senior Project Manager with communications strategy and resource allocation for new capital requests.
  • Monitors all client-initiated requests for services and provides customer services accordingly. Develops and implements database to track project warranties and coordinates with appropriate client and stakeholder team.

Key Qualifications :

  • Post-secondary education in a related discipline (e.g., Landscape Architecture, Civil / Coastal / Water Engineering), or the equivalent combination of education and relevant work experience.
  • Considerable experience leading complex, concurrent and multi-disciplinary capital construction landscape projects for major parklands.

The Waterfront / Riparian position requires this experience to include shoreline projects with review experience for engineering studies / waterfront and ravine projects.

  • Considerable experience with construction management including experience with new major construction projects, applying construction management practices, planning and scheduling, budgeting and estimating, cost control and accounting, quality control and reporting.
  • Must possess and maintain valid Province of Ontario Class "G" driver's license and be able to access a vehicle, as needed, for site visits.
  • Ability to manage consultants and contractors as well as diverse partner interests.
  • Highly developed analytical, conflict resolution and problem-solving skills.
  • Excellent communication, presentation and interpersonal skills to deal effectively with staff, political representatives, consultants, contractors and the public.
  • A thorough knowledge of construction techniques, materials, life cycle costing, principles and practices related to landscape construction.

The Waterfront / Riparian position requires this knowledge to include shoreline or riparian slope construction.

  • Ability to interpret landscape, structural, geotechnical, electrical drawings and specifications.
  • Comprehensive knowledge of related policies, Acts, Codes and legislation to each specific position including those applicable such as Ontario Building Code, Technical Standards Safety Authority (TSSA), Construction Standards Association, Ontario Occupational Health and Safety Act (OHSA), Workplace Hazardous Materials Information Systems, Human Rights Code, Employment Standards Act (ESA), Accessibility for Ontarians with Disabilities Act (AODA), TRCA regulations, Department of Fisheries and Oceans requirements, the Environmental Assessment Act and other related legislation.
  • Proficient in MS Word, MS Project, Excel, Project Accounting and scanning and imaging software.
  • Project Manager Professional (PMP), Project Management Institute (PMI) and / or Leadership in Energy and Environmental Design (LEED) certifications / designation are preferred.
