The Nurse Consultant reports to the Director of Clinical Services with accountability to the Nurse Consultant of Quality and Informatics.
The Nurse Consultant provides overall guidance and support to the Directors of Care and provides leadership to the Organization in the areas of new clinical programs, and implementation and adheres to the Fixing Long-Term Care Act, 2021 and Ontario Regulation 246 / 22 and other relevant legislative requirements.
The Nurse Consultant furthermore provides oversight, coaching and support to the Manager of Clinical Informatics, RAI-Coordinators, Quality Managers and monitors the regulatory CQI Program, HQO Submissions, LTCF processes, Quality Improvement Plan developments and Annual Evaluations of required programs.
The role leads teams in the development and implementation of specialized programs in the resident care and services areas.
Wage Rate :
The starting annual salary is $125,000.00.

Responsibilities :
Vision, mission and strategic positioning
- In collaboration with senior operations team assists in the development of the mission, vision, value statement for the corporation and Homes.
- Work with the Directors of Care on strategic planning and the setting of annual goals and objectives.
- Work with the Manager of Clinical Informatics, RAI-Coordinators and Quality Improvement Managers on quality indicators and improvement plans, annual evaluations and Case Mix Index outcomes.
Governance / Leadership
Provide guidance and direction to the senior management team in the areas of resident care, services and legislative requirements (Fixing Long-Term Care Act, 2021 and Ontario Regulation 246 / 22)Lead the Organization in the development of corporate policies and procedures in all areas.Assist the Homes to maintain compliance with all applicable statutes, regulations, and government requirements.Provide oversight, coaching and support to Managers of Clinical Informatics, RAI-Coordinators and Quality Managers.Monitor RAI-LTCF outcomes and provide support with quality improvement initiatives.Provide guidance and is actively involved in the development of nursing operating budgets and monitors the Case Mix Index for the Home.Provide leadership and is actively involved in the development of special programs utilizing an interdisciplinary and interfacility approach.Provide guidance and support in the purchasing of new resident-related equipment and supplies.Provide education to the senior nursing management teams on new programs and changes to legislative requirements.Provide leadership, support, and guidance to the Executive Directors in the absence of the Vice President of Operations and the Director of Operations.Provide input to external committees and task forces on standards, new programs and initiatives.Labour Relations / Human Resources
Provide guidance and support the Directors of Care in interpreting collective agreements.Assist in the recruitment and hiring of Directors of Care, Managers of Clinical Informatics, RAI-Coordinators and Quality Improvement Managers and other key staff.Provide input to the Directors of Care, Manager of Clinical Informatics, RAI-Coordinator and Quality Improvement Manager’s performance reviews.As a member of the senior management team, participate in the recruitment, selection, training and performance management of in-home staff, analysis related to management information and in the implementation of related measures.Assist with the orientation of new Directors of Care, ADOC / Nurse Managers, Managers of Clinical Informatics, RAI-Coordinators and Quality Leads.Develops and approves Human Resource policy and procedures based on current employment practices and relevant legislation.Communication / Public Relations
Participate in the Joint Directors of Care meetings on a monthly basis.Co-Facilitate Quality CouncilCo-Facilitate Joint RAI CommitteeAttend the Continuous Quality Improvement Committee meeting at the Home level at least twice a year.Lead any assigned Joint Committees as requiredCommunicate any high-risk issues to the Director of Clinical Services or if RAI or Quality related to the Nurse Consultant of QualityMeet with individual Home staff on a regular basis and provide guidance on compliance issues, risk management, quality improvement, RAI related items and other resident care issues.Assist with marketing and public relations.Fiscal Resources
Provide guidance and direction in the development of nursing operating budgets and monitor variance reports and assist the Directors of Care with the development of budgetary control measures as required throughout the year.Provide guidance and support on new funding initiatives and input into how funds need to be spent / allocated for each Home.Monitor Case Mix Index and Rug Weighted Patient Days.Review and make recommendations to Homes on the documentation and other processes / systems.Quality / Risk Management
Co-Facilitate the Quality Council and Joint RAI Committee meetings.Oversight of the Continuous Quality Improvement Program in the resident care services areas and provide feedback to the Managers of Clinical Informatics, RAI-Coordinators, Quality Managers and Directors of Care at the Joint meetings.Monitor Health Quality Ontario SubmissionsOversight of the RAI LTCF process in the Homes and the completion of the Relias proficiency testing.Conduct data quality audits of LTCF and care plans as needed.Perform random audits and quality improvement activities in each home to ensure that best practices are followed and MOLTC and other legislative standards are adhered to.Lead and is actively involved in the corporate Resident Quality Inspection (RQI) of each Home’s programs and services annually and provides feedback through a written report to each Home. Provides guidance and assistance in the development of action plans and implementation processes aimed at minimizing identified gaps.Random follow up reviews post the annual RQI to ensure the Homes are following through with the implementation plan.Provide guidance and support in the completion of MLTC inspection reports and other documents as required.Research evidence-based practices in quality improvement and suggests organizational changes to the internal quality improvement system as required.Required to understand the nature and meaning of quality indicators used by the Homes and to understand which indicators are publicly reported.Required to participate in the improvement of the indicators and achieve satisfactory results.Participating in the development of the annual Quality Improvement PlansSupport the Annual Evaluation process in collaboration with the interdisciplinary team.Legal / liability issues

Current registration in good standing with the College of Nurses of Ontario (CNO) as Registered Nurse (RN) with advanced courses in gerontology and health care services administration (preferred)AIS Certificate and sound knowledge of the RAI-LTCF processProven management experience in LTCGood written and oral communication skillsKnowledge of nursing operational budgetsSound knowledge of the Fixing Long-Term Care Act, 2021 and Ontario Regulation 246 / 22, College of Nurses of Ontario standards and other relevant legislationTrained in Quality ImprovementProven experience in facility managementPositive working attitudeExceptional team building and mentoring and coaching skills a must.Provide proof of all required vaccines.
