The payments landscape in Canada and globally is changing rapidly and the Bank of Canada plays a central role by supervising the risk-management practices of payments systems operating in Canada.

More recently the payment systems underpinning Visa and Mastercard credit card transactions, as well as and Interac debit card transactions were designated for the Bank’s supervision.

Part of the Bank of Canada’s supervision mandate is to ensure that payment systems are managing risks to help promote the safe evolution of the payments environment in Canada.

What will you do

The Payment System Oversight Division in the Supervision Department supervises both systemically important and prominently important payment systems in Canada.

These critical payment systems enable the exchange of funds that allow individuals and firms to safely and efficiently purchase goods and services, invest in financial assets, and manage financial risks.

The Division is also at the centre of regulatory and policy developments related to payments and risk management. The Division conducts research and analysis on payments, and provides policy recommendations to support the Bank’s role in domestic and international fora, including the Bank for International Settlements Committee on Payments and Market Infrastructures.

Under the direction of the Director, Payment Systems Oversight, you will be a member of the team responsible for the oversight of recently designated payment systems .

You will work closely with the Director and staff in the Division to support its contribution to analysis and policy advice on issues relating to payment systems design, operations, and risk management.

You will apply your knowledge and experience in risk management to understand risks faced by payment systems; assess their risk management practices against the Bank of Canada’s expectations;

and help identify areas where their risk-management practices should be improved.

You will engage with staff at the payment systems supervised by the Division and collaborate with other domestic and international groups concerned with payment systems.

Your education and experience

This position a minimum of four years of recent work experience related to risk management in the financial sector along with a master's degree in economics or finance.

Equivalent combination of education and experience may be considered.

Nice-to-have

  • Chartered Financial Analyst (CFA), Financial Risk Manager (FRM) or Professional Risk Manager (PRM). designation or certification, or the completion of courses towards these designations or certifications.
  • knowledge of payment clearing and settlement systems (FMIs), retail payments, and financial technology companies (paytechs or fintechs).
  • experience developing policy related to the financial, payments, or technology industries.
  • practical experience with, or knowledge of, risk-management practices at financial institutions, technology firms, or other industries.
  • experience supervising financial sector firms.
  • experience participating in international or domestic inter-agency committees or working groups.
  • knowledge and experience with cyber security risk management frameworks and principles (e.g. NIST, ISO) relevant industry certifications (e.g. CISPP).

Senior FSS Analys t

  • Salaries are based on qualifications and experience and typically range from $100,460 to $125,575 (job grade 17)
  • Depending on performance, you may be eligible for performance pay for successfully meeting 7 to 10% of your base salary.

The Bank offers performance pay for those who exceed expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.

FSS Analyst

Candidates whose experience and / or educational background may not be at the level being recruited for will be considered for a position within the accelerated progression stream program.

The accelerated progression stream is for economists and financial sector specialists and is defined by four levels P1 to P4.

In this program the employees acquire the skills over a number of years to reach the working level of a Senior Economist / Senior Analyst at the job grade 17.

  • Salaries are based on qualifications and experience and typically range from $89,680 to $106,740 (job grade P3-P4).
  • During the progression, you are not eligible for performance pay. Instead performance is rewarded via a faster rate of progression through the salary range.
