Job Title : Senior IT Technical Business Analyst
Contract Duration : 24 months, with up to 12 months extension

Overview
The organization is seeking a Senior IT Technical Business Analyst to provide advanced business analysis, technical requirements management, and solution support for priority initiatives across the enterprise.
This role supports multiple concurrent initiatives, including system modernization, process improvement, system replacement, and enhancements to digital health and administrative platforms . The successful candidate will work closely with architects, delivery teams, and business stakeholders to ensure business needs are translated into clear, actionable, and technically feasible requirements.
Role Summary
The Senior IT Technical Business Analyst is responsible for eliciting, analyzing, documenting, and validating complex business and technical requirements , ensuring alignment between business objectives, technical solutions, and operational constraints. The role plays a critical part in reducing delivery risk by ensuring clarity of scope, expectations, and solution design across both business and technical teams.
Experience within the Canadian health system and complex, regulated environments is considered an asset. Strong stakeholder engagement and communication skills are essential.
Key Responsibilities
1. Business Analysis & Requirements Management
- Lead requirements elicitation, analysis, refinement, and documentation activities
- Analyze business processes, workflows, use cases, and functional dependencies
- Translate business requirements into detailed technical specifications for architecture and development teams
- Assess the impact of new services or technologies on existing operations and systems
- Support the development of project plans, schedules, estimates, and resource requirements
2. Technical Evaluation & Solution Support
Research and evaluate emerging technologies relevant to assigned initiativesAssess existing systems and services and recommend modernization or remediation strategiesSupport proof-of-concept initiatives and limited production rolloutsContribute to solution designs, technical documentation, test plans, and service descriptionsAssist in determining hardware and software requirementsDocument technical findings and provide recommendations to leadership and delivery teams3. Quality, Change Management & Governance
Provide quality assurance support during production implementationsEnsure compliance with approved change management and governance processesCommunicate operational standards, policies, and procedures to stakeholdersIdentify, escalate, and help mitigate risks, issues, and dependenciesTrack and report on deliverables, timelines, and assigned workRequired Qualifications (Must Have)
Minimum 6 years experience identifying and documenting complex business and technical requirementsMinimum 5 years experience planning and conducting requirements elicitationMinimum 5 years experience supporting the design, development, and implementation of IT solutionsPreferred Qualifications (Nice to Have)
Degree or diploma in Business, Information Technology, or related field, or CBAP / CCBA certificationExperience with system modernization or replacement initiativesExperience documenting workflows, use cases, and functional specificationsExperience facilitating workshops and stakeholder sessionsExperience developing new IT servicesExperience with information management and governance frameworksExperience in regulated or public-sector-like environments
