Duties

The Canadian Section of the International Boundary Commission (IBC), in cooperation with its United States counterpart, maintains the land boundary between Canada and the United States and regulates the construction of works within three metres of the boundary.

The GL-MAN-05 Intermediate Level Boundary Worker provides labour support in the preparation and maintenance of equipment, materials and grounds, involving the dexterous use of hands, hand tools and more specialized procedures and techniques to replace or build International Boundary Markers in rugged terrain.

Furthermore, under general instructions, selects procedures to carry out specific activities involving the operation of vehicles and specialized equipment on or around the International Boundary.

Most of these activities are carried out in isolated wooded areas.

Work environment

The Canadian Section of the IBC is looking for dynamic boundary workers to join its team of land surveyors and boundary workers working on the International Boundary between Canada and the United States from coast to coast.

These positions are permanent seasonal positions. The permanent work season runs from May to October every year while sometimes being extended as far as to the end of November.

During a regular season, a boundary worker will accumulate between 900 and 1000 hours of regular work time. There is also a possibility for IBC staff to work from five to 20 hours of overtime a week.

Overtime is paid according to the Agreement between the Treasury Board and the Public Service Alliance of Canada. (See link to Agreement - Operational Services above.

Although these positions are located in Ottawa, Intermediate Level Boundary Workers do not need to move. They report in Ottawa at the beginning of the season for possible training and the planning of the work for the season.

Then workers are deployed across the country with vehicles and equipment provided by IBC. This means that boundary workers are on travel status for 95% or more of their work time.

IBC covers ALL travel expenses according to the National Joint Council Travel Directive. (See link above). For example, all accommodations are paid for and meal allowances are provided according to Appendix C - Allowances - Modules 1, 2 and 3.

A pool of qualified candidates may be established through this process to staff identical or similar positions at Natural Resources Canada at the GL-MAN-05 group and level.

ESSENTIAL QUALIFICATIONS - candidates MUST meet each essential qualification to be considered :

EDUCATION :

A secondary school diploma OR education in trades OR an acceptable combination of education, training, or experience relevant to the position.

EXPERIENCE :

A minimum of two (2) years of experience in the field of construction or in a field related to manual work in the woods such as the construction of frames and formwork for concrete and wood structures, etc.

or such as cutting wood or pruning with a mechanical saw, thinning with a brush cutter, etc.

A minimum of two (2) years of experience using hazardous material such as oil, gas and concrete.

Experience in the operation, and maintenance of small to medium-sized equipment such as loaders, ATVs, boats, generators, chain saws, brush cutters, cement mixers, etc.

OPERATIONAL REQUIREMENTS :

NB : Operational requirements are evaluated and may or may not be applied to qualify a candidate. And may be used to differentiate between candidates.

Willing and able to travel within Canada and USA, including travel by car, rail and air

Willing and able to receive training to obtain a valid Possession and Acquisition Firearms Licence (PAL).

Willing and able to receive training to obtain a valid certificate in the operation of small crafts (i.e. Pleasure Craft Operator Card)

Willing and able to receive training to obtain a valid certificate in the operation of ATVs.

Willing and able to receive training to obtain a valid certificate in First Aid and Cardiopulmonary resuscitation (CPR).

Willing and able to receive work related safety training as required.

ESSENTIAL QUALIFICATIONS continued - candidates MUST meet each essential qualification to be considered :

KNOWLEDGE :

Knowledge of health and safety practices as they apply to construction, forestry labour and fieldwork, including working with hazardous materials (e.

g. oil, gas and concrete) and handling heavy loads.

ABILITIES & COMPETENCIES :

Ability to troubleshoot and perform basic maintenance on motorized vehicles such as trucks, boats and ATVs.

Ability to operate or use carpentry or forestry tools such as skill saws, levels, tape measure, chain saws, brush cutters, axes etc.

Ability to communicate effectively orally.

Basic writing skills

OCCUPATIONAL CERTIFICATION :

A certificate of qualification from a recognized post-secondary institution as a journeyman / apprentice in carpentry or in other skills related to the position.

KNOWLEDGE :

Knowledge of the Workplace Hazardous Materials Information System (WHMIS)

ABILITIES & COMPETENCIES :

Ability orienting in wooded areas using a map, a compass or a handheld GPS.

Possession of a valid Passport and willing and able to travel in the United States of America

Willing and able to do strenuous field work outside for long hours in difficult conditions in remote areas and over rugged terrain. (Weather, insects, etc.)

Willing and able to perform physically demanding work activities including moderate to heavy manual labour : require bending and lifting heavy objects (up to 45 kg).

Willing and able to work overtime as required and to adopt flexible work hours as per operational requirements.

Medical clearance in accordance with Treasury Board Occupational Health Evaluation Standards for field work - This factor is not used at the screening stage.

The hiring department is responsible for the security clearance process.

Willing and able to use a variety of hand and power tools.

Willing and able to use hazardous material such as oil, gas and concrete.

Possession of a valid driver’s licence.
