The Parliamentary Protective Service (PPS) is a separate employer and is not subject to the Public Service Employment Act (PSEA).

PPS has its own classification, compensation system, and a different staffing regime. As such, we use a different staffing process and terminology.

Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan, which include health, dental, disability and life insurance plans.

Duties

  • The Chief Information Officer is accountable for the promotion of the innovative use of technology to support the objectives and operations of the PPS;
  • including the utilization of existing and emerging technologies to support the IT Roadmap; oversight for the development and implementation of a corporate information technology strategy for PPS which leverages the capabilities of the Internet, electronic business, knowledge management, document management and other leading edge technology tools;
  • the development and implementation of IT security and information management policies and standards (in collaboration with Corporate Security);
  • the planning, development, implementation and management of corporate information systems, including financial and human capital systems and telecommunications and security systems, while ensuring the appropriate support infrastructure is established and leveraged with partners and stakeholders;
  • the planning, development, implementation and management of a organization-wide technology and telecommunications infrastructure which encompasses computer hardware, operating systems, software tools, data communications network and standards, cellular telephones, tablets;

and, as a collaborative leader, to facilitate the creation of a service-oriented environment for the provision of information management and information technology throughout PPS and to ensure oversight and accountability for digital accessibility.

Additionally, the Chief Information Officer is responsible for fostering a positive and supportive work environment and promoting a culture of teamwork and collaboration.

The Chief Information Officer directs the development and implementation of an IT Security framework for PPS; securing our assets and assessing plausible cyber threats to support the direction of IT system security enhancements and development with partners and stakeholders.

The Chief Information Officer, reporting to the Director of PPS, is a member of the Senior Management Committee.

Work environment

A university degree in a field related to information technology and / or information management OR an acceptable combination of education, training and experience.

Recent* and Significant experience in providing strategic leadership and direction in the delivery of technology and information services, programs, and initiatives.

Recent* and significant experience in providing executive advice and making recommendations to senior management on highly complex and sensitive technology and information services issues.

Significant* experience in the execution of three (3) or more of the following IT disciplines as a subject matter expert, manager or an executive :

  • IT Support
  • Information Management
  • Technology Development
  • IT Security
  • Enterprise Resource Planning systems
  • Multi-media services and systems
  • Security Systems
  • Other IT programs.

Recent* and significant experience managing business relationships and multiple partners and stakeholders with competing interests and influencing outcomes by negotiating solutions and compromise

Experience leading transformational change initiatives to successfully achieve organizational goals.

Recent* and Significant experience managing human resources.

Recent* and Significant experience managing financial resources.

Significant experience dealing with IT infrastructure.

Experience in a security or law enforcement work environment.

Recent* experience in Information Technology within the public service (including separated agencies and crown corporations).

Experience leading negotiations for agreements with enterprise-wide digital solutions and advancing product issues and priorities.

Willingness and ability to work overtime.

Willingness and ability to carry and respond to a mobile device.

Knowledge of the PPS mandate, programs and responsibilities, of the jurisdictional authorities associated with PPS / RCMP operations and resourcing, and of associated accountability and reporting requirements.

Knowledge of current and emerging trends, priorities and issues related to Information technology.
