Job description

Job Summary

Director, Regional Laboratory Services is responsible for ongoing coordination and integration of operational laboratory logistics to ensure the service quality and integrity of the Integrated Hospital Laboratory Service, while responding to the day-to-day program needs of the Laboratory. The Director will work collaboratively to strengthen and develop partnerships within WRH and with other the Erie St. Clair Hospitals to ensure the delivery of high-quality patient care and outcomes. The Director will apply strategic operations knowledge and broad-based clinical support and management expertise across a wide-ranging and complex laboratory services portfolio.

Duties & Responsibilities

General

  • Responds to complex, sensitive and / or contentious issues and queries, ensuring patient care service needs are met.
  • Establishes and oversees execution of Operational Plans, long and short-term strategies, goals and objectives for the portfolio in alignment with the organization’s strategic plan.
  • Establishes portfolio policies, practices and procedures to ensure regulatory compliance, service delivery and the operationalization of learning, skill development and capability.
  • Oversees management of portfolio financial and employee resources to support the achievement of goals and objective and recommends for approval portfolio operating plans / budgets.
  • Leads and oversees Laboratory Accreditation, the Quality Management Program and risk management for the portfolio.
  • Contributes authoritatively to the organization’s strategic plan and vision.
  • Establishes and adjusts service delivery to meet changing patient care models of the Hospital.
  • Authoritatively represents the organization’s position at industry and community forums / meetings.

Stakeholder and Client Services

  • Responds to complex, sensitive and / or contentious issues and queries, ensuring patient care service needs are met.
  • Establishes and oversees execution of strategic long and short-term strategies, goals and objectives for the portfolio in alignment with the organization’s strategic plan.
  • Identifies the need and leads the implementation of practice and process improvement initiatives.
  • Oversight to the maintenance and administration of legislated requirements for a diverse set of quality and best-practice standards in the delivery of Laboratory services.
  • Establishes portfolio policies, practices and procedures to ensure regulatory compliance, service delivery and the operationalization of learning, skill development and capability.
  • Oversees management of portfolio financial and human resources within a complex union and non union environment to support the achievement of goals and objective and recommends for approval portfolio operating plans / budgets.
  • Leads and oversees patient care quality, patient safety, and risk management for their portfolio.
  • Develops, maintains and administrates consolidated and individual financial, statistical performance / success indicators that support the organization’s strategic direction and ensure alignment with community partner strategies.
  • Promotes and establishes portfolio infrastructure that promotes the integration of programs, services and activities and laboratory reform.
  • Oversight to the maintenance and administration of legislated requirements for a diverse set of quality and best-practice standards in the delivery of Laboratory services.
  • Recommends and facilitates negotiation of contracts involving, capital expenditures.
  • Authoritatively represents the organization’s position at industry and community forums / meetings.
  • Managing Relationships

  • Manages collaborative relationships both internally and externally to the integrated Laboratory system with all medical staff, administrative staff, laboratory staff and other Health Care professionals.
  • Manages relationships with customers, partnering vendors, and community services.
  • Facilitates understanding between the individuals and corporations participating in the integrated Hospital Laboratory system.
  • Is seen as unbiased and practical, supporting or advocating the position of others and facilitating effective problem resolution.
  • Managing Work Complexity

  • Oversees the satisfactory resolution of contentious and sensitive operational and staff issues, ensuring senior administration or medical staff involvement when required.
  • Ensures Laboratory activities maintain cross-department cohesiveness, both internally and externally to the Laboratory.
  • Oversees the quality management program of the laboratory service including risk management and utilization management.
  • Recommends resource utilization strategies to improve efficiency and effectiveness that support the strategic direction of the organizations and the integrated Laboratory service.
  • Facilitates the setting of priorities to ensure alignment with the corporations’ strategic goals.
  • Decision Making / Judgment

  • Exercises judgment and provides recommendations on sensitive issues that will / may impact staff, customers and / or stakeholders.
  • Ensures that new initiatives / activities are budgeted, and that strategic plans align with those of the organizations.
  • Facilitates problem solving, ensuring data and information reveal hidden patterns that may not be immediately obvious.
  • Makes decisions in a timely manner, based on analysis, insight, experience and judgment.
  • Articulates the rationale behind decisions and influences decision outcome, ensuring understanding of the implications of the decision.
  • Leadership

  • Provides performance and quality indicators that measure staff competency, departmental productivity and financial performance, never losing sight of the need to ensure optimum patient care.
  • Develops action plans for improving operational performance levels.
  • Leads change initiatives, including, when necessary, the development of cross departmental / hospital implementation teams.
  • Coaches and mentors the laboratory teams, encouraging professional and personal development.
  • Effectively and objectively represents others’ viewpoints and concerns, with particular emphasis on the needs of the customer and / or patient.

  • Evidence of competency in Project Management and the implementation of technology solutions and automation within a laboratory environment.
  • Proven ability to oversee quality assurance of work performed and adherence to departmental policies, protocols and procedures while anticipating areas for process improvement initiatives.
  • Qualifications

  • Bachelor’s degree in a relevant field (e.g. Business, Science, Management) required.
  • Diploma in Laboratory Technology from a recognized College and a member of the CMLTO preferred.
  • Masters Degree in science, health, business or related discipline preferred.
  • Work experience in a large hospital environment preferred.
  • Proficient in application of computers, as they relate to Laboratory processes, management, statistical and financial accounting.
  • Demonstrated knowledge of specific federal and provincial legislation related to laboratory operations.
  • A minimum of seven (7) years complex health-related leadership and / or managerial experience or an equivalent combination of education and experience required.
  • Ability to communicate in the French Language would be considered an asset.
