Overview Description
- This contract Network Administrator 3 position will support the Operational Virtualization (JOV) organization, part of the Operational Services (JO) department in the Transmission Services (J-OT) business line at the agency.
- This position will serve on a small, dedicated team to design and implement mission critical Control Center computer systems as well as local and wide area networks (LAN / WAN) distributed across the Pacific Northwest.
This position also assists the team to monitor and manage systems required for ongoing support and participation and support of Operational Virtualization projects.
Organization
Operational Virtualization provides 24 X 7 hardware maintenance lifecycle support for the agency’s Control Center systems.Functions performed include providing General Support System (GSS) infrastructure maintenance, troubleshooting, repair, emergency response, client support, system energization / acceptance testing, and performance analysis and trending.Responsibilities include supporting clients that use Control Center systems for both mission critical and business critical services.Operational Infrastructure provides agency expert level (Tier 3) support for the GSS infrastructure in the control centers.Services in these support systems include authentication and access, storage and virtualization, malicious code protection, dispatch and scheduling display infrastructure, operating system platforms, vulnerability detection, patch management, network security and configuration management, cabling infrastructure, facilities management systems, and critical area security.Included in these responsibilities are the documentation and compliance activities required to perform these functions.
Position Responsibilities
Note : All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate manager or other federal personnel with the authority to do so.
Support the organization and Control Center(s) with the integrations and monitoring of existing and new technological project devices.Work with the agency’s program manager and group project managers to identify necessary and potential network administrative tasks by assisting with project coordination and helping to execute tasks for assigned projects (i.e., timelines, device integration, running reports, generating step plans, etc.).Utilize commercial tools and open information to review software for security vulnerabilities.Configure, install, and troubleshoot a variety of equipment and networking components including routers, switches, firewalls, network servers, terminal servers, end devices, and network cabling.Provide recommendations for new tools, technologies, and processes.Establish network performance baselines and capabilities while ensuring devices operate reliably and securely.Work with representatives from Planning, Design, Construction, and field maintenance organizations to understand their needs in developing and completing technology infrastructure and related projects.Represent the org in internal technical work groups related to equipment specifications, maintenance standards and procedures. Provide technical evaluation information, input, and recommendations into the acquisition of new systems, equipment, integration components, upgrades, enhancements, etc., as requested and as a non-voting participant.Assist with documenting / drafting Statements of Work (SOWs), creating Bills or Lists of Materials (BOMs), entering Material Requests (MRs) into the Asset Suite system for review and approval by appropriate federal personnel.Conduct market research on project equipment needs; recommend vendor options for Contracting Officer (CO) / Contracting Officer’s Representative (COR); provide technical input and recommendations as a non-voting member of source selection teams when requested.Collaborate with and assist manager, group COR, assigned CO, and other appropriate federal personnel to prepare / draft requirements, specifications, and equipment evaluation documents for review, edit, and approval by federal personnel.Engage in and support the integration of new equipment and procedures into a secure, 24 / 7 availability and reliability Control Center environment and assist with Operations and Maintenance (O&M) standards development.Support Transmission and Facilities teams in configurations and integrations of local and wide area data networks, and the required support systems, with mission critical reliability requirements. This work also includes creation / draft of new or revision of existing associated compliance documentation.Interpret functional and non-functional requirements of projects and recommend overall system configurations.Partition system configurations and integration tasks and provide recommendations regarding team member assignments.As requested by manager, review teamwork for completeness and accuracy before integration into overall system.Provide coordination and assist with configuration and integration efforts for the implementation of projects for the agency’s field sites and Control Center locations as assigned.Inspect and evaluate deliverables to validate proper working order; receive equipment as requested; develop / draft, validate, and recommend O&M technology infrastructure test procedures to be published for compliance; execute management-approved test plans and procedures.Follow established processes to document design and configuration specifications, installation instructions, and other system or network related information.Provide clear technical documentation for training purposes, after projects are completed. This may also include conducting formal and informal training as requested.Attend internal technical working group sessions at manager request; communicate information gathered to team members.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Bachelor’s degree in electronics, computer engineering, Telecommunication Engineering or a related field is preferred.10 years of experience and knowledge in computer network and systems concepts, principles, and practices applicable to components and facilities found on a regional transmission system is required.Experience should be related to IT Infrastructure Engineering and include work in hands-on technical implementation of networks and systems.
Required Technical Skills & Experience (required on matrix)
5 years of experience working with firewalls and network systems.3 years of experience implementing and maintaining network security in a large enterprise environment (data center).3 years of experience performing network management and operations tasks in a large enterprise environment (data center).
Preferred Skills & Experience (optional on matrix)
