Reporting to the Manager, Federal Contributions and Relations, the Federal Agreement Specialist (Specialist) coordinates the development, implementation and monitoring for strategic infrastructure projects.

The Specialist advise on contract negotiations and documentation and complete internal / external reporting requirements.

This position provides objective analysis, support and advise to capital planning decision makers in various Government of Nunavut (GN) departments for federal funding programs.

These strategic infrastructure projects will result in improved intercommunity mobility, socio-economic opportunities and more resilient infrastructure across Nunavut.

The Specialist is responsible for the administration, documentation, analysis and planning that supports the application to the Federal Government for funding, and the negotiation and implementation of Agreements for federal funding.

This position works within a legislative and policy framework and carries out its responsibilities in accordance with the Generally Accepted Accounting Principles (GAAP), Canadian Public Sector Accounting Standards, Financial Administrative Manual, Financial Administrative Act, GN legislation, directives, policies and employment agreements and Community and Government Services (CGS) internal policies and procedures.

The positions major focus is to ensure CGS’s federal infrastructure funding requirements are met. The Specialist works with staff across the department, as well as staff from other departments to coordinate and obtain input in developing applications for federal funding, and undertake associated planning, implementation, monitoring reporting and other financial requirements.

The Specialist should be comfortable providing advice to Senior Management as required.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized university degree in accounting, business, planning or a related field, plus three (3) years of relevant experience.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut.

Fluency in two or more of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
