Role Responsibilities
The Ministry of Justice is looking for a Manager of Financial Planning.
Reporting to the Director, Financial Planning (Director) Justice within the Financial Services Branch of the Ministry of Justice, the position provides leadership and facilitates the delivery of a comprehensive set of financial services including planning and management, budgeting and forecasting;
and internal analyses and reporting related to the portfolios assigned. This position is accountable for the financial management and administration of the portfolio assigned, including forecasting.
The position performs direct consultation activities with the divisional senior management as well as office managers and, is responsible for the provision of advice regarding budgeting, revenue and expense forecasting, capital planning and business planning.
The position is accountable directly to the Director, for all financial aspects of the position and performance evaluation in these areas falls within the accountability of the Director.
Job Responsibilities
This position leads and coordinates the ministry operating and capital forecast and annual budget submission process. This position is also responsible for the preparation of Minister memorandums, briefing notes, financial tables / templates and ad hoc requests, as well as a review of financial issues to ensure critical business needs are met.
This position is responsible for management and reporting of revenue, including dedicated revenue for the ministry.
- Manage the divisions budget, including period forecasting and reporting of financials to senior management along with analysis of expenditure trends, variances, staffing and recommendations to facilitate management decision-making.
- Provide input into the Division’s business planning, vision, key strategies, cost drivers and risk analysis and mitigation strategies;
- identify financial issues and program implications; determine requirements to support resolution and recommended reallocation of resources;
develop recommendations for the review of the Director.
- Lead and coordinate the ministry annual capital budget submission to Treasury Board and Finance.
- Prepare detailed and summary budget and other management documents, which are used by senior management as ongoing resources to support decision-making and financial control.
- Provide leadership and management to team and staff reporting directly to the Manager as well as work with other colleagues in setting priorities, assigning and completing tasks and leading team building activities.
