MAIN RESPONSIBILITIES
DND operates a fleet of eighty-five CH Griffon Helicopters. In order to provide ongoing in-service support to the Griffon fleet, while simultaneously advancing a multitude of projects related to the improvement of existing or integration of new capabilities onboard the fleet, the Canadian Government Programs (CGP) organization is responsible for providing Configuration Management (CM) Services.
This position is co-located in the offices of the CH Weapon System Management (WSM) organization of DND.
Reporting to the Bell ATO In-Service Systems Engineering Supervisor and supporting to the CH In-Service Systems Engineering (ISSE) Manager, the Configuration management specialist (CMS) will act as a CM liaison coordinator to Mirabel operations and perform specific on site CM duties under the DND Technical Airworthiness Program as follows :
- Provide on-site CM guidance and oversight regarding the conduct of CM activities within a number of CH WSM processes such as Aircraft Modification Approvals, Special Inspections (SI), Aircraft Inspection Change Program (AICP), Corrective Maintenance Program Change (CMPC), Airworthiness and Aviation Safety Documents (AASD), Alternate Part Approvals, Engineering Disposition, Deviation, Flight Permit.
- Maintain the in-place Configuration Status Accounting (CSA) tracking systems in accordance with the Bell ATO Engineering Process Manual (EPM) current CH WSM directives.
- Coordinate and track CH WSM specific items such as Unsatisfactory Condition Reports, National Defense Identifications, Equipment Registration Numbers, CH Messages.
- Maintain the CH WSM Configuration Management Plan on behalf of the WSM to ensure that it is current and accurate.
- Support preparation of Joint Product Change Board (JPCB) meeting planning, coordination and agendas.
- Responsible for scheduling, preparing the agenda, and tracking actions items for the CM Working Group between the CH WSM and Bell ATO staff, which focuses on CM policy and process improvements.
- Tracking and controlling documentation prepared in the CH WSM office as part of a data management function. Ensure that Bell ATO produced artifacts are controlled within the CH Integrated Information Environment (IIE).
- Identify impact on CH WSM CM policies and procedures resulting from a role transformation under an OWSS / ISS Approved Technical Organization construct.
- Support access and transfer of CH WSM records that shall be used to populate a central CH CSA System
- Liaise with proper authorities to obtain CH maintenance record information from various databases (Performa, ADAM, AMR, MDAP) for accurate CH status and maintenance research.
- Assisting the WSM in the preparation for, and conduct of, configuration reviews and audits.
- Perform other liaison duties related with coordination and control of Change Requests and Change Orders related to the as-authorized configuration of the CH and approved data set.
- Support the ATO supervisor as an on-site OWSS / ISS advisor and coordinator to the WSM AEO or representative on behalf of the BTCL CGP office and ISSE Manager in handling issues that fall outside standard operating procedures.
Assist in developing solutions, providing oversight of execution and reporting progress.
Assist the WSM with airworthiness monitoring and reporting.
REQUIREMENTS
- College degree or equivalent DND technician training in aircraft maintenance or related technical field is required.
- A minimum of four years of experience in exposure to configuration management related activities, preferably for a military airborne weapon system (fixed or rotary wings).
- Experience with the Canadian Forces change management processes is an asset.
- Training in the conduct of CM activities or equivalent working experience.
- Functional knowledge of the English language is an absolute must. Functional knowledge of the French language is also highly desirable.
- Knowledge of EIA- (Formerly MIL-STD-) or MIL-HDBK-61 will be an asset.
- Eligibility to be granted a NATO Secret security clearance.
- Functional knowledge of the Windows Office (Excel, Word, etc).
- Demonstrate good interpersonal skills and be able to work under pressure.
- Strong organizational skills and attention to detail are essential, along with a strong desire and drive to improve performance and achieve objectives
- Ability to understand, analyze, and find workable solutions to problems.
- Excellent communication skills, with demonstrated ability to make presentations to Senior Management and customers.
SECURITY CLEARANCE
Incumbent must obtain and maintain NATO Secret security clearance as issued by the Industrial Security Program of Canada’s Public Services and Procurement Canada and BTCL security officers.
