Senior Project Manager – Technology Debt Mitigation
We are seeking a Senior Project Manager to lead large‑scale technology debt mitigation efforts across multiple applications and platforms. This role will focus on remediating vulnerabilities, modernizing legacy systems, and advancing upgrades across priority applications.
Responsibilities
Leadership & Coordination
- Oversee delivery of technology debt mitigation initiatives across cross‑functional teams and vendor partners
- Align agile sprint execution with overall project timelines to ensure timely implementation
- Foster a collaborative team culture that promotes accountability, trust, and problem‑solving
- Maintain strong stakeholder relationships and keep the project focused on outcomes
Project Documentation
Develop and maintain project deliverables including charters, governance artifacts, schedules, RAID logs, financial tracking, and dashboardsMaintain a central project repository with version‑controlled documentationProduce deliverables for presentation to committees and stakeholdersVendor & Stakeholder Management
Partner with vendors to align plans, schedules, milestones, and deliverablesHold vendors accountable for commitments, timelines, and quality standardsBuild and maintain positive relationships across all levels of the organization, including executive leadershipGovernance & Controls
Maintain integrated master schedules incorporating sprint cycles, business activities, and technical readiness tasksLead project meetings, manage scope, schedule, and budget controls, and implement formal change processesTrack dependencies across development, training, infrastructure, security, privacy, and data migrationApply recognized project management methodologies and industry standardsRisk Management
Maintain risk / issue registers and mitigation plans across all workstreamsProactively identify risks related to vendor execution, resourcing, data migration, testing, training, and organizational readinessCoordinate issue resolution and propose mitigation strategiesChange Management & Training
Partner with change management leads to align activities with development and testing milestonesEnsure training materials are complete and accurate for deliverySupport stakeholder readiness and adoption activitiesReporting & Implementation
Provide clear, timely reporting to leadership, summarizing status, risks, budget, and vendor performanceLead go‑live planning, cutover activities, and post‑implementation stabilizationSupport knowledge transfer and post‑implementation reviewsQualifications
University graduation in business, management, or related discipline and 4 years of project management experience; ORTwo‑year diploma in business, management, or related discipline and 6 years of project management experience; OROne‑year certificate in business, management, or related discipline and 7 years of project management experience; OREight years of project management experienceExperience Requirements
Defining project scope and goals with business stakeholdersDeveloping project deliverables such as charters, business cases, briefing notes, status reports, risk logs, closures, and dashboardsManaging multiple projects concurrentlyLeading large, complex custom software application development projects (developed in‑house) in environments of similar size and complexityConducting and interpreting impact and risk assessments (5 years)Creating and managing project forecasts in Microsoft Project (4 years)Building positive stakeholder relationships including executive level (5 years)Delivering technology debt mitigation initiatives involving IMT changes (3 years)Coordinating organization‑wide IT initiatives with vendors (2 years)Leading and facilitating stakeholder meetings (8 years)Leading change management and communication planning (5 years)Leading custom software application development projects following formal project life cycle methodology (6 years)Experience working in or for the public sector (3 years)Senior leadership experience in the public sector with knowledge of stakeholders, business functions, and informational requirements (3 years)Technical Skills
Program management experienceProficiency with Azure DevOps for sprint managementProficiency with Microsoft Project, SharePoint Online, Teams, and MS Office (2016 or higher)
