Developer (C#, .NET, MS SQL Server, Azure DevOps)

Our Government client is looking for an Developer (C#, .NET, MS SQL Server, Azure DevOps)Length : 5.5 months contract with a possibility of extensionLocation : Canada (Remote) - must be available for onsite meetings when requiredHours of Work : 7.

25 hours per day, 08 : 15 - 16 : 30 Alberta time, Monday through FridayProject Name : Public Service Commission (PSC), Service Alberta, and Red Tape Reduction ROLE MANDATE : Technology and Innovation requires the services of an Intermediate Application Developer.

This role is critical to support a variety of Public Service Commission (PSC) applications that are essential to the operation of different business areas in PSC , Service Alberta and Red Tape Reduction, such as : · Public Agency Database - Used across Government to track public agency and board members appointment· Electronic Public Agency Appointment System - Accessed by the public to apply for opportunities available in public agency boards· Executive Development and Succession Database - Used across Government· Enterprise Human Resource Organizational Charts - eHROC supports the PSC's mandate for workforce planning and reporting (WRP) and plays an important role to support the upcoming ERP activities.

It is used by the HR staff across the government· Exec Council / Red Tape· Initiative Tracking System· Alberta Correspondent and Communications Tracking Additional projects support - Disaster Recovery (DRX) Project for all of the PSC applications such as ePAAS, eCards, Enroll, Staffing Approvals, PSC Application Roles, Certificate of Achievement in Safety Excellence, Commencement and Termination System, Department Listing, Occupational Health Tracking, ePAAS Portal, etc.

Scope of services : · Applications Development· Applications design· Applications implementation· Applications documentation· Corrective and preventative applications maintenance· Database design· Applications enhancements· Analyze business and user's requirements ROLE RESPONSIBILITIES INCLUDE BUT NOT LIMITED TO : Deliver applications programming and analysis tasks as part of a system development process as well as provide application support, maintenance and enhancements.

An Application Developer applies a broad knowledge of various technical areas to foresee and rectify certain problem areas within technology or with a mix of technologies, but the focus is to ensure a certain business / functional use case is solved with the help of technology.

Liaises with business units and program areas to ensure solutions meet current and strategic ministry needs and requirements· Write performing quality code to fulfill design, and pass code review with minimal number of defects· Apply configuration on development environments when required· Participate in implementing full product into production, and supports providing application versions and details for implementation plan· Highlight the technical impacts of the functional design on existing applications based on a detailed analysis· Deliver technical design and database structure for medium to high application complexity· Maintain technical documentation· Identify critical features of system and focus testing effort on them.

Ensure that the unit test covers the right proportion of the application· Setup data for testing· Grasp Able to quickly understand application functionalities and process· Handle and fix production defects efficiently· Provide tracking and reporting of time and status on all work as required· Contribute to the creation of the Application Lifecycle Planning· Identify and coordinate release schedules· Identify service requests and priorities with customer· Ensure planned releases remain on schedule and on track EUDCATIONAL AND YEARS OF WORK EXPERIENCE REQUIREMENTS : · University graduation in computer science or a related discipline and 4 year relevant experience· 2 year diploma in computer science or a related discipline and 6 year relevant experience· 1 year certificate in computer science or a related discipline and 7 year relevant experience· a currently active professional certification or accreditation and 8 year relevant experience MUST TO HAVE SKILLS : · 5 years of experience developing any of the following : multi-user, n-tier, Object Oriented, Web Services, JSON REST API applications using C#, .

NET, ASP.net or Visual Studio· 5 years of experience developing or maintaining existing applications by using a standardized methodology (Agile Software Development, Waterfall, Joint Application Development, Rapid Application Development)· 5 years of experience and technical knowledge of Microsoft SQL Server· 5 years of experience in application maintenance and development that include : writing, modifying, integrating, testing, and documenting software code· 5 years of experience in designing, building, testing, deploying, and supporting applications in a controlled production environment· 5 years of experience using Team Foundation Server and / or Azure DevOps Server· 3 years of experience working in a Government development environment or in an environment equivalent in size and complexity to the Government NICE TO HAVE SKILLS : · 3 years of experience developing and maintaining applications that use Oracle Database / 11g / 12c· 3 years of experience developing and maintaining web applications using ASP.

NET and ASP.MVC controls· 3 years of experience developing and maintaining web applications with JQuery / JavaScript· 4 years of experience and technical knowledge using ASP.

NET MVC (Model View Controller)· 3 years of experience using a version-controlling tool (Tortoise GIT, Tortoise SVN and Version Manager and MS Azure DevOps) SOFT SKILLS : · Ability to learn quickly, problem solve, troubleshoot, work independently and as part of a team· Ability to manage stress and conflict· Excellent verbal and written communication skills and the ability to interact professionally with a diverse group· The ability to establish and maintain effective working relationships with team members, management and vendors ONSITE MEETINGS : · In the event of an onsite meeting, the Government does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing / accommodation, food / drink· Onsite meetings include but are not limited to strategic, architectural, and technical discussions, meeting with team members, senior managers, directors, executive directors and business clients.

Frequency of meeting could be up to 3-4 times per month EQUIPMENT REQUIREMENTS : You shall be responsible for providing all of the equipment, including computers, software, printers, supplies, desks and chairs.

However, the Province shall ensure that you have the necessary access and credentials to the Government's system.In the event that, you are directed to work in-person, the Province shall provide the requisite office space, furniture and office supplies.
