We oversee the Nova Scotia Sustainable Procurement Policy and are accountable for providing leadership and direction on the development and delivery of procurement programs, plans, and strategies aligned to assist with the delivery of departmental and government priorities.
Procurement Service’s Business Intelligence (BI) Team provides business systems support and analytics services for the division and to a very broad client base across the Nova Scotia Public Sector.
The BI Team is involved in everything from daily service and support up to larger transformational projects impacting the broader Procurement service and its clients.
About Our Opportunity
Reporting to the Director Business Intelligence, the Program Manager eProcurement is a key role in supporting the advancement and transformation of procurement in Nova Scotia.
The Manager is accountable for the strategic and operational leadership of the eProcurement Portfolio. In this role you will manage the relationship with our service provider(s), participate on intergovernmental working groups and lead the daily operation and outward planning of improvements, innovations and enhancements for Procurement’s business systems.
This includes leading and developing a team of administrators in delivering user support, solution design, project delivery and program evaluation.
The incumbent works closely with policy, process, operations and data teams to ensure system configurations align with required outcomes.
You will collaborate with a variety of stakeholders across Government, the broader public sector and the vendor community to ensure the long-term sustainability of systems.
Qualifications and Experience
To be considered for this position, you must have completed a bachelor’s degree in a related field (such as Business, eCommerce, Computer Science, etc.
in addition to several years of progressive experience leading teams in a complex service delivery environment. An equivalent combination of education and experience may also be considered.
A successful candidate for this position will have demonstrated experience in delivering technology-based projects, leading a team of technical professionals, coaching team members to achieve established objectives, establishing program objectives and evaluating program effectiveness.
The ideal candidate will be a strong leader, an excellent communicator and relationship builder, and be a driver of innovation.
This position requires a results-oriented individual with a high level of initiative, self-motivation and a sound understanding of systems management.
Proven leadership ability and stakeholder collaboration are crucial to effectively work in this complex service environment.
The following will be considered assets :
- Masters’ degree in a related discipline
- Experience leading change management initiatives
- Experience in public procurement
- Experience with related SAP Products (Ariba, S4 Hana, ECC).

Working Conditions
- Most of your time is spent in a comfortable office setting, possibly sitting for long periods of time.
- Travel outside of Halifax is rare, but attendance at occasional meetings / events anywhere within the Province of Nova Scotia could be required.
- Your normal work week is 35 hours / week, 7 hours / day. Procurement Services offers flexible work options to employees.
