The Regional District of Okanagan‑Similkameen is currently recruiting a regular, full‑time Accounting Technician to join the Financial Services team.
The Accounting Technician position is responsible for providing accounting, budget administrative preparation, purchasing and fleet support.
Responsibilities
- Processes day‑to‑day financial transactions, including journal vouchers and reconciliations.
- Provides financial management reports and spreadsheets to track and monitor budgets, commitments and expenditures.
- Assists the Deputy Chief Financial Officer (DCFO) in coordination and administration of the annual operating and capital budgets.
- Monitors and analyzes revenues and expenditures and investigates budget variances.
- Provides advice and guidance to internal departments on budgetary matters and participates in identifying and recommending improvements in financial processes.
- Plans and conducts financial document processing and communicates budget instructions, policies and procedures within a timeline of critical deadlines.
- Assists the Manager of Procurement with lifecycle purchasing of projects using RDOS software Bonfire.
- Provides guidance on purchasing‑related matters as required and responds to internal and external inquiries.
- Monitors financial information for adherence to financial policies and accounting standards (i.e. RDOS purchasing policy and Generally Accepted Accounting Principles).
- Searches, assesses and verifies accuracy of information to resolve problems and ensure timely processing.
- Analyzes fleet maintenance and insurance costs for efficiencies and potential savings.
- Liaises with maintenance contractor to ensure adherence to schedules, polices and budget.
- Prepares and maintains records of vehicle maintenance and fleet expenditures and advises DCFO of potential budget shortfalls and fleet operation cost estimates.
- Monitors fleet utilization, identifies opportunities for cost savings, and optimizes vehicle assignments.
- Recommends technology‑driven improvements to enhance business processes.
- Provides advice, develops and delivers training to departments on financial software usage, financial analysis and / or budget preparation.
- Serves on or supports the emergency response team as required.
- Performs other related duties as required.
Qualifications
Two‑year post‑secondary diploma in a financial or business related program with third‑year level accounting courses from an accredited institution is preferred.A minimum of two (2) years of experience in a related position working with accounting programs preferably in a local / regional government setting.Working knowledge of accounting principles, procedures, and financial policies.Experience in accounting and budgeting, including reconciliations and year‑end working papers.Demonstrated knowledge of the competitive procurement process within the Public Sector would be considered an asset.Demonstrated computer skills in Microsoft Office Suite with an advanced level in Excel and Word. Vadim accounting software experience is considered an asset.Experience coordinating the assembly of financial data.Ability to present complex financial information to others.Ability to work on a number of concurrent tasks with deadline pressures.Ability to establish and maintain effective working relationships with a variety of internal and external stakeholders.Ability to work independently and efficiently with limited supervision.Ability to process data with a high level of accuracy and attention to detail.Ability to be courteous and diplomatic in dealing with the public and co‑workers.Ability to handle confidential and sensitive matters with discretion and integrity.Ability to pass and maintain a criminal record check.Valid BC Driver’s Licence.This regular, full‑time position is included in the BCGEU bargaining unit. The hourly wage for this position is $46.20 per hour. In addition, we offer an attractive benefits package. This position is also eligible to participate in the flex day work schedule.
