Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system.

We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier.

Our Program Management Office is looking for a Project Controls Analyst to coordinate various CPG Program Controls. Reporting directly to the Senior Manager, Project Controls you will provide day to day project controls support by gathering, reviewing and collating data for the project controls function / team including estimating, scheduling, cost control, risk management, document control, change management, quality management and reporting.

Working with other members of the Project Controls Team and CPG collaboratively, you will be responsible to develop and validate data and its accuracy;

and be the first line of defense ensuring completeness and accuracy.

What will I be doing?

  • Contribute to the development of procedures and process for project controls governance across the Capital Projects Group.
  • Prepare, and maintain monthly project control analytical reports such as : actual cost and trending reports, contract cost metrics dashboards, presentations, etc.
  • Collaborate & participate with various project teams, stakeholders, and / or vendors during different stages of the development and implementation phase to build relationships, develop processes and requirements for target price setting and cost verification.
  • Review contractor estimation of target prices of specific work packages and prepare benchmarking, cost analysis, and provide comments / recommendations to project team as required
  • Review and assess the reliability, integrity, timeliness, and accuracy of the financial and operating information relating to a cost reimbursable activity, and the systems used to identify, measure, classify and report such information
  • Analyze vendor, sub-contractor, and consultant contract terms and internal departmental reports; works with estimator, scheduler, and other Project Control professionals to integrate information into accurate project budgets, forecasts, risk quantification, and schedules
  • Quickly identify divergences from the project team’s or vendors established plan, and communicates related financial risk issues and opportunities for correction.

Provide cost trends and forecast related to performance against a target price to calculate gain / pain share and KPIs

Participate in risk assessments, analyzes budget overruns or misalignments, and determines root cause to identify strategies for improving performance;

monitors contingencies and reserves to ensure they are adequate to mitigate project risks

What Skills and Qualifications Do I Need?

  • Graduate with degree in related field (Engineering, Technology, Science, Project Management, Business, Finance)
  • Entry-level position requiring project or scheduling experience in at least one of the following fields : engineering (civil / mechanical);

procurement; construction; finance; operation; maintenance)

  • Experience in a project control or project management work environment, with EPC (Engineering, Procurement, and Construction) & EPCM (Engineering, Procurement, Construction, & Management) is an asset
  • EPCM type projects considered an asset but not required
  • Experience or knowledge of Progressive Contracting Models is an asset
  • Infrastructure or transit related experience is an asset
