Duties

A Manager, Optical Sensors at the Canadian Space Agency :

Establishes, defines, elaborates, coordinates and directs the implementation of strategic objectives, policies and the optical development strategy, as well as the long-term direction and content of R&D in these technologies and their applications in space, in accordance with the space strategies, plans and priorities of the CSA and other Agency initiatives, government priorities and the needs of industry.

Provides authoritative expert advice, guidance, scientific expertise and technical support on strategic and multi-organisation questions related to optical domain to CSA officials, representatives of the international space industry, universities and other stakeholders (such as other agencies and research institutions).

Formulates recommendations regarding resource allocation to other organisational units and supports the major decision-making process and long-term planning bodies that affect the Agency as a whole.

Plans and manages financial, human and technical resources, provides matrixed first-line resources for various Agency projects, in support of the optical domain aspects, and exercises a decisional power in scientific and financial matters.

FLEXIBLE WORK :

We have built on this experience during the pandemic and the Canadian Space Agency adopted a hybrid and flexible work style as an integral part of its work environment, such as compressed work schedules.

Following the latest orientation from the Treasury Board Secretariat, the Canadian Space Agency adopted a hybrid work model that see employees working on-site at least two days per week, or the equivalent of 40% of their normal schedule depending on the agreement that will be discussed with their supervisor.

Intent of the process

The intent of this selection process is to staff 1 position on an indeterminate basis. A pool of qualified candidates will be established to staff similar positions with various tenures (indeterminate, specified period, acting, secondment or assignment) within the Canadian Space Agency.

ESSENTIAL QUALIFICATIONS - EDUCATION :

Graduation with a degree from a recognized post-secondary institution, with an acceptable specialization in a natural, physical or applied science, and that is relevant to the duties of the position.

ESSENTIAL QUALIFICATIONS - ESSENTIALS EXPERIENCES :

1. At least ten years of experience within the last twenty years working in the development of instrumentation for space applications, including concept definition, development, testing and deployment or as a scientist / an engineer on space science missions.

2.At least ten years of experience within the last twenty years in leading scientific or technical teams in the development of optical instrumentation, planetary science, or astronomy missions or projects.

3.At least five years of experience within the last fifteen years making strategic recommendations to management in space projects or programs.

4.At least five years of experience within the last fifteen years managing human resources or managing project teams.

ESSENTIAL QUALIFICATIONS - KNOWLEDGE :

Knowledge of In situ and remote-sensing systems and instrumentation destined for space science or astronomy / astrophysics.

Knowledge of the mission, mandate and priorities of the Canadian Space Agency.

Knowledge of best practices and emerging trends in the field of space optics technologies and / or planetary science and / or astronomy.

ASSET QUALIFICATIONS - EDUCATION :

Graduation with a post-graduate degree from a recognized post-secondary institution, in a discipline that is relevant to the duties such as, but not limited to : Physics, Astronomy, Chemistry, Biology, Geology, Optics, Photonics, Electrical or Mechanical Engineering.

ASSET QUALIFICATIONS - EXPERIENCES :

1.Experience working on the development of optical instrumentation in the aerospace domain over a period of five years or more.

2.Experience in project management that includes partnership with other government organizations at the national or international level.

3.Experience in overseeing space instrumentation development work performed by contractors and subcontractors over a period of five years or more.

4.At least two years of experience within the last five years in managing financial resources (cost center or project-related).

5.At least five years of operational or scientific experience in the last ten years in space astronomy or planetary exploration missions or programs.

6.At least two years of experience within the last five years of negotiation or consultation at the national and international level.

Willingness and availability to travel in Canada or abroad occasionally, for short durations.

Willingness and availability to work at other facilities in and outside Canada (some may require special access).

Willingness and availability to work overtime upon request and sometimes under tight deadlines.
