Job description

General Description
• The Environmental Professional Level 2 is a fully qualified professional who applies theoretical and practical knowledge to provide environmental management services to successfully complete BC Hydro projects of medium to high complexity safely, with quality, within budget, and on time.

This role is based in Prince George and requires on-site attendance. The assignment may follow a standard 5-day work week or a 10/4 schedule. Accommodation will be provided (hotel initially, transitioning to camp accommodation as available). Preference will be given to candidates local to BC, particularly the Prince George area, although exceptional fly-in/fly-out candidates may be considered.

Responsibilities
Work Assignment Overview
North Coast Transmission Line (NCTL) is a 500 kV transmission line expansion project to be completed three phases.

Phases 1 and 2 extend approximately 440 km between Prince George and Terrace, adjacent to existing circuits 5L61, 5L62 and 5L63. while Phase 3 extends 350 km north of Terrace to Bob Quinn.

In addition to these scopes, the NCTL project also includes expansions to existing and new greenfield substations plus an extensive thermal upgrade to the existing circuits 5L61, 5L62 and 5L63. All scopes are expected to be complete by 2032.

Phases 1 and 2 are considered a first as they will be developed and operated as assets that are co-owned with multiple First Nations.

The Environmental Risk Manager will be the primary liaison between environmental manager/management,

Construction/Commercial Management, Contractors and Project based environmental staff.

• A minimum ten (10) years of environmental or natural resource management work experience.
• Develop environmental work plans using combinations of and modifications to standard procedures and methods including interpreting project specifications and investigating environmental risk in design and the field to support environmental management objectives.
• Propose changes and make technical recommendations in plans and estimated costs, prepare progress reports, and manage work schedules to assist project or operations management to meet safety, cost, quality, and time objectives.
• Provide technical recommendations for use in project planning and design at public hearings and in public consultation programs including creating environmental impact statements and preparing and presenting expert testimony.
• Initiate, plan, and implement multi-disciplinary studies of impacts and environmental protection measures by developing terms of references, monitoring progress, and reviewing overall results to support ongoing operations.
• Participate in confidential negotiations regarding mitigation and compensation programs.
• Participate in environmental management practice by conducting independent studies and analysis, exercising independent judgment in selecting and interpreting information, recommending safe environmental options, and making typical decisions related to standard methods and techniques.
• Manage complex environmental review processes for projects and operations by identifying, investigating, and resolving unusual design and field environmental problems including developing guidelines, modifying established guidelines and/or devising new approaches.
• Provide advanced and specialized environmental management support, advice, and recommendations to business teams by using excellent knowledge, training, and/or experience in environmental management to support successful completion of assigned projects.
• Establish and maintain meaningful relationships with internal clients and third parties by collaborating to define the scope of environmental services to be provided, providing environmental information, and investigating and resolving problems to support the implementation of projects and operations.

Qualifications
Must-Haves

8 to 10 years' environmental management/risk management experience
Professional designation eligibility in BC (RPF, RPBio, PEng, PAg, PGeo, AScT)
Environmental risk management experience on large construction projects
First Nations engagement experience
Utility industry and environmental regulatory knowledge
Strong communication and stakeholder management skills
Valid Class 5 Driver's Licence
Strong leadership and team management capabilities
Conflict resolution and issue management skills
Strong organizational and computer skills
Post-secondary degree in Environmental Sciences, Engineering, or a related discipline (or an equivalent combination of education and experience).

Nice-to-Haves

Transmission or major infrastructure project experience
Heavy civil earthworks and/or transmission line project experience
