The Alberta Electric System Operator (AESO) is responsible for the safe, reliable, and economic planning and operation of the Alberta Interconnected Electric System. We provide open and non-discriminatory access to Alberta’s interconnected power grid and also facilitate Alberta’s competitive wholesale electricity market. Job Description We are looking for a Senior ARS Monitoring Analyst to join our External Compliance Monitoring – Alberta Reliability Standards (ECM-ARS) team. Reporting to the Team Lead, ARS Monitoring Assurance, you will support and deliver the Alberta Risk-Based Compliance Monitoring Program (ARCMP), including monitoring activity planning, scoping, scheduling, tracking, and the development, maintenance, and continuous improvement of internal and public compliance monitoring processes.

In this role, you will apply expert-level knowledge of audit and assurance frameworks, along with strong project management capabilities and a solid understanding of the electricity industry regulatory framework, compliance monitoring, and enforcement processes. You will leverage your extensive experience interpreting and applying Alberta Reliability Standards (ARS) and/or North American Electric Reliability Corporation (NERC) Reliability Standards to support effective, risk-based compliance monitoring outcomes.

Working closely with key internal stakeholders, you will lead and support critical aspects of the ARCMP and related monitoring activities, provide technical expertise on compliance monitoring methodologies, and contribute to the ongoing enhancement of ARS monitoring processes and practices.

What You’ll Do ARCMP & Alberta Reliability Standards (ARS) Monitoring Lead the implementation, administration, and continuous improvement of Alberta Risk-Based Compliance Monitoring Program (ARCMP) processes, including audits, self-certifications, internal referrals, information requests, sweeps, and real-time monitoring activities. Develop and maintain monitoring tools, templates, and Reliability Standard Audit Worksheets (RSAWs) to support effective compliance monitoring. Coordinate and support ARS monitoring activities, including planning, scoping, scheduling, onsite audit logistics, and activity tracking. Enhance ARS audit methodologies, monitoring approaches, and assurance practices to drive consistency, efficiency, and continuous improvement. Monitor NERC, WECC, and other regulatory compliance programs to identify emerging practices and recommend enhancements to ARS monitoring processes. Serve as a trusted technical resource on audit, assurance, and compliance monitoring methodologies for the ECM-ARS team. Develop and deliver training to strengthen team capabilities and promote best practices in audit, assurance, and monitoring. Lead and participate in ARS compliance monitoring activities, ensuring timely completion and defensible regulatory outcomes. Prepare clear, well-supported audit reports, findings, and recommendations. Conduct research and analysis on reliability standards, regulatory frameworks, and compliance monitoring practices to support program initiatives and ad hoc requests. Support stakeholder engagement by developing and delivering content for Reliability Standards Discussion Groups, Reliability Standards Workshops, and compliance outreach sessions.

Stakeholder Engagement & Collaboration Build and maintain strong working relationships with internal and external stakeholders, including Compliance Leadership, Standard and Requirement Owners, Subject Matter Experts, Market Participants, and the Market Surveillance Administrator. Collaborate across teams to support the successful delivery and continuous improvement of compliance monitoring programs. Deliver training and outreach initiatives that strengthen stakeholder understanding of compliance requirements and promote positive compliance outcomes. Provide guidance and respond to stakeholder inquiries related to compliance monitoring processes, methodologies, and regulatory requirements.

What You’ll Bring Bachelor's degree in a related field from an accredited college or university. Professional certifications in audit, assurance, or risk management, such as Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), or equivalent. 10+ years of experience in the electricity industry within technical, compliance, risk management, audit, and/or regulatory roles. Strong knowledge of the Alberta and North American electricity industry, including ARS and NERC Reliability Standards, risk-based compliance frameworks, and applicable laws and regulations. Demonstrated experience leading compliance monitoring, audit, assurance, or regulatory programs, with the ability to drive initiatives from planning through execution. Proven ability to mentor and support both senior and junior team members while contributing to a collaborative, high-performing team environment. Strong project management and organizational skills, including experience managing complex projects, schedules, competing priorities, and regulatory deliverables. Excellent relationship management, stakeholder engagement, and communication skills, with the ability to effectively collaborate with internal and external stakeholders and present technical concepts to diverse audiences. Extensive experience developing and delivering training, guidance, and subject matter expertise related to compliance monitoring, audit, assurance, and regulatory practices. Expert-level analytical and problem-solving skills, including the ability to assess complex data, evaluate information and systems, draw sound conclusions, and develop practical solutions that improve compliance outcomes, effectiveness, and efficiency.
