Relevant du Directeur principal, Santé – Sécurité Canada, ce poste est responsable de diriger et de soutenir la mise en œuvre du programme de Santé - sécurité, de gestion des urgences et d'hygiène industrielle au sein du réseau principal de TC Énergie. Promouvoir l'alignement sur les principes de performance humaine et organisationnelle dans l'ensemble des opérations gazière canadien et des services de Santé - Sécurité et techniques. Faire progresser la mise en œuvre du programme de sécurité basé sur l'énergie élevée de TC Énergie et les activités de soutien. Assurer le leadership et le soutien dans la mise en œuvre des normes et pratiques applicables des systèmes de gestion. Offrir un leadership et une orientation stratégique à une équipe expérimentée de professionnels de la santé et de la sécurité au service des objectifs de l'entreprise et de l'unité d'affaires. Promouvoir efficacement une culture de sécurité proactive et positive et la mise en œuvre réussie de la feuille de route de la sécurité. Gérer et fournir un soutien général en matière de sécurité, de gestion des urgences et d'hygiène industrielle aux opérations et aux départements de soutien. Fournir une expertise technique en matière de conformité réglementaire et aider à la mise en œuvre des plans nécessaires pour assurer la conformité. Assumer les rôles appropriés au sein de l'équipe de gestion des incidents à l'appui des événements d'urgence. Apporter un soutien et des conseils aux opérations en cas d'incidents graves. Analyser les données relatives à la santé et à la sécurité et fournir des rapports consolidés sur la performance en matière de santé et de sécurité pour les différents clients, et fournir des communications régulières sur la sécurité au département. Aider à la mise en œuvre et au suivi des mesures correctives en matière de santé et de sécurité pour répondre aux inspections planifiées, aux résultats des audits et aux enquêtes sur les incidents. Influencer et participer à l'élaboration de programmes, de politiques, de processus et de procédures de sécurité au travail. Développer et maintenir les spécifications, les normes et les procédures de sécurité de l'entreprise. Mettre en œuvre de nouvelles politiques, processus ou procédures modifiés. Se tenir au courant des changements réglementaires émergents, des tendances et des enjeux du secteur afin de développer des recommandations en réponse aux changements visant à atténuer les risques et à informer les conclusions aux principales parties prenantes. Élaborer et gérer le budget de fonctionnement de l'équipe. Qualifications Minimales

Diplôme d'études postsecondaires dans une discipline connexe de la santé, de la sécurité et de l'environnement. Certification ou accréditation auprès d'un conseil de sécurité (CCPSA, CSP ou équivalent). 10 ans d'expérience en gestion de la santé et de la sécurité. Connaissance approfondie de la législation provinciale et fédérale applicable. Solides compétences en rédaction technique avec expérience démontrée dans la rédaction, l'élaboration et la mise en œuvre d'instructions, de processus et de procédures de travail. L'expertise en gestion des urgences et en hygiène industrielle est considérée comme un atout. Capacité prouvée à évaluer les programmes de sécurité et à évaluer les lacunes en matière de conformité au sein des systèmes de gestion. Qualifications Préférées

10 ans d'expérience de leadership dans la mise en œuvre de programmes de santé et de sécurité et la direction du personnel de sécurité. Expérience dans les opérations de pipeline et/ou la construction d'installations (c'est-à-dire la construction de postes de mesurage, l'entretien des pipelines ou les programmes de construction). Reporting to the Director, Canada Safety, this position is responsible for leading and supporting the safety, emergency management and industrial hygiene program implementation within the energy. The position can be base in Bolton, Winnipeg, Les Cedres Compressor Station, or a facility within the operating area. What you’ll do

Promote alignment to the Human and Organizational Performance principles across Canada Gas and Safety and Technical Services. Advance TC Energy’s implementation of the High Energy Based Safety program and supporting activities. Provide leadership and support in implementation of applicable Management Systems standards and practices. Provide leadership and strategic direction to an experienced team of Health and safety professionals in service of Corporate and Business unit objectives. Effectively promote a proactive, positive safety culture and successful delivery of the Safety Roadmap. Manage and provide overall safety, emergency management and industrial hygiene support to operations and support departments. Provide technical expertise in regulatory compliance and assist with the required implementation plans to ensure compliance. Assume appropriate roles on the Incident Management Team in support of emergency events. Provide support and guidance to Operations during serious incidents. Analyze H&S related data and provide consolidated reports on H&S performance for the various clients, and provide regular safety communications to the department. Assist with the implementation and tracking of H&S corrective actions to address planned inspection, audit findings, and incident investigation results. Influence and participate in the development of occupational safety programs, policies, processes and procedures. Develop and maintain corporate safety specifications, standards and procedures. Roll out new or modified policies, processes or procedures. Keep abreast of emerging regulatory changes, industry trends and issues for the purpose of developing recommendations in response to changes to mitigate risk and informing findings to key stakeholders. Develop and manage operating budget for team. Minimum Qualifications

Post-Secondary degree or diploma in a related discipline of Health, Safety and Environment. Certification or accreditation with a safety board (CRSP, CSP or equivalent). 10 years of experience in Health & Safety management. Proven knowledge of applicable provincial and federal legislation. Strong technical writing ability with demonstrated experience writing, developing and implementing work instructions, processes and procedures. Expertise in emergency management and industrial hygiene are considered an asset. Proven ability assessing safety programs and evaluating compliance gaps within the management systems. Preferred Qualifications

10 years’ leadership experience with delivering safety programs and leading safety personnel. Experience in pipeline operations and/or facility construction (i.e. meter station construction, pipeline maintenance, or construction programs). Technical expertise in Safety, Emergency Management, and Industrial Hygiene. Excellent technical and report writing abilities. Bilingual, French and English and proficient both spoken and written. This position requires candidates to:

Successfully complete background screening, including a pre-hire medical and alcohol and drug testing. Have and maintain a valid Driver’s License and provide a current Driver’s Abstract for review. Travel approximately up to 30% (approximately 1 week per month).
