The HR Officer is accountable for providing support to all activities for the HR area they operate in. The major responsibilities may include: Support HR Advisor by preparing, reviewing staffing and/or recruiting requests, and coordinating internal and external selection processes. Coordinate the administration of tests, exams, surveys by applying recognized methodologies and ensuring principles of validity, reliability, objectivity and standardization are respected for the internal and external process. Process HR case files; research and identify issues and trends; develop advice, statistics, reports, correspondence or other documentation and draft recommendations for the HR Advisor. Provide input and recommendations for changes to HR procedures and practices; maintain and update HR documentation, database and files within assigned area. Respond to requests from employees, managers and co-workers by explaining the resourcing /staffing processes and by ensuring adherence to Service policy on human resources, employment equity and official languages program. Consult and interact with colleagues and/or clients of various sections related to human resources concerns/issues by identifying, clarifying and explaining requirements in order to staff positions and/or hire candidates. Coordinate and initiate action by making referral, discussing and providing alternatives, promoting HR principles and best practices and provide data to assist in resolving information gaps. Education

Undergraduate degree and two (2) years of experience*, or College diploma (2-year program) and three (3) years of experience* required, or Human resources certification recognized by the Canadian Council of Human Resources Association and four (4) years of experience* required. The undergraduate degree or College Diploma must be obtained from an accredited learning institution recognized in Canada with acceptable specialization in human resources, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, or any other field related to the position. Any higher level of education (i.e.: Masters, Doctorate) in one of those related fields of study could be recognized as experience. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada. Experience

Experience Candidates have to demonstrate the years required for each experience, defined as: Experience in the application of Human Resources policies. Experience performing administrative functions requiring planning, organization and coordination. Experience in providing advice in a Human Resources discipline. Competencies

Candidates must be eligible to receive an Enhanced Top Secret security clearance.
