Job description
Position Summary The Senior Compliance Manager, Trade Surveillance leads a centralized Head Office Supervision team responsible for executing and overseeing the dealer's Tier 2 account supervision program in accordance with CIRO requirements. The team conducts daily and periodic supervisory reviews, performs trend analysis, and provides effective challenge and oversight of Tier 1 supervisory activities to ensure compliance with regulatory requirements, internal policies, and supervisory standards.

The Senior Compliance Manager, Trade Surveillance leads a centralized Head Office Supervision team responsible for executing and overseeing the dealer's Tier 2 account supervision program in accordance with CIRO requirements. The team conducts daily and periodic supervisory reviews, performs trend analysis, and provides effective challenge and oversight of Tier 1 supervisory activities to ensure compliance with regulatory requirements, internal policies, and supervisory standards.

This role is critical to maintaining BMO's strong compliance and risk culture by ensuring the effectiveness of the dealer's supervisory framework; proactively identifying, assessing, and escalating conduct, regulatory, and reputational risks; driving timely resolution; and providing meaningful reporting and insights to senior management on supervisory outcomes, emerging risks, and the overall health of the dealer's compliance program.

Key Responsibilities

Lead and mentor the Tier 2 account supervision team, fostering a culture of sound judgment, high performance, superior risk management, accountability, and digital-first continuous improvement.

Allocate, oversee, and review supervisory activities, ensuring timely completion of daily, periodic, trend and event-driven supervisory reviews, as well as appropriate escalation of higher-risk matters.

Develop and maintain policies, procedures, supervision standards, quality assurance processes, and supervisory controls supporting the dealer's Tier 2 account supervision program.

Oversee the execution of Tier 2 supervisory reviews, including trade reviews, supervisory exception reporting, trend analysis, concentration reviews, and other risk-based supervisory activities in accordance with CIRO requirements and internal policies.

Ensure supervisory findings, exceptions, and identified risks are appropriately communicated, documented, escalated, and resolved in a timely manner.

Provide effective oversight and challenge of Tier 1 supervisory activities to ensure supervisory controls are operating effectively and consistently across the dealer.

Lead enhancements to supervision methodologies, monitoring programs, reporting processes, supervisory workflows, and supporting technologies.

Support regulatory examinations, compliance reviews, internal audits, and responses to regulatory inquiries related to Tier 2 account supervision activities.

Provide subject matter expertise on CIRO Dealer Rules, securities legislation, internal policies, and industry best practices related to Tier 2 account supervision and sales conduct oversight.

Partner with Legal, Risk, Compliance, Operations, Distribution, Technology, and Senior Leadership to address emerging risks, regulatory developments, and strategic initiatives.

Deliver training and guidance to business and supervisory personnel on supervisory obligations, regulatory expectations, emerging risks, and best practices.

Prepare executive-level reporting and key risk metrics for senior management, governance committees, and the Board regarding supervisory activities, trends, risks, and control effectiveness.

Identify, assess, challenge, and oversee any related supervisory issues identified, ensuring action plans are appropriate, timely, and sustainable.

Network with industry peers and regulatory stakeholders to remain current on regulatory developments, supervisory expectations, and industry best practices.

Support risk assessments, compliance testing, and internal audits relevant to Tier 2 account supervision.

Provide subject-matter expertise in the interpretation of all applicable rules, legislation, and guidelines affecting Tier 2 account supervision.

Deliver training to internal stakeholders on head office supervisory requirements, reporting obligations, trends, and regulatory obligations.

Qualifications & Experience

Typically, 8+ years of relevant experience in compliance or supervision, preferably within a mutual fund dealer, investment dealer, or applicable regulator. A post‑secondary degree in a related field, or an equivalent combination of education and experience.

Detailed knowledge of CIRO Dealer Rules, provincial securities legislation, and account supervision requirements applicable to mutual fund dealers and preferably investment dealers.

Strong understanding of suitability requirements, client-focused reforms, account supervision practices, sales conduct oversight, conflict management, supervisory controls, and risk-based monitoring frameworks.

Demonstrated leadership experience managing teams is preferred.

Exceptional analytical, investigative, problem-solving, and decision-making skills.

Recognized industry and compliance courses or designations preferred (e.g., CSC, CPH, PDO, CCO Qualifying Exam, CIM, CAMS, or equivalent).

Strong verbal, written, and presentation skills, with the ability to communicate complex regulatory matters to diverse audiences.

Demonstrated ability to exercise sound regulatory judgment, effectively challenge business practices, and provide credible oversight and independent review.

Ability to synthesize complex information and provide meaningful insights and recommendations to senior management and governance committees.

Strong stakeholder management skills, with the ability to influence and collaborate across business, compliance, risk, legal, and operational functions.

Comfortable leveraging data analytics, reporting tools, and digital technologies to enhance supervisory effectiveness, oversight, and operational efficiency.

Salary $94,600.00 - $176,000.00

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.

BMO Financial Group’s total compensation package will vary based on the pay type of the position and may include performance-based incentives, discretionary bonuses, as well as other perks and rewards.
