Job description
Discover - The Opportunity New Brunswick Community College is looking for a senior financial leader ready to own more than finance. This role is a seat on the Executive Leadership Team, reporting directly to the President and Chief Executive Officer, with a mandate spanning Finance, Information Technology, Institutional Planning, Analytics, and Enterprise Risk.

Why this role, why now NBCC operates six campuses across New Brunswick, educating the workforce the province depends on. This is a pivotal moment for the College. Public post-secondary funding is changing, cost pressures are intensifying, and technology is reshaping how we serve learners, employers, communities, and government. NBCC needs a Vice President who can help lead a disciplined financial turnaround: moving the College from deficit management to reinvestment, supporting responsible growth in fulfillment of our mandate, and building a financially sustainable and resilient model that can withstand future headwinds. This leader will help set institutional direction and carry real weight in the decisions that shape it.

Salary Range $157,482.00 - $206,622.00 per annum

Responsibilities You will play a central role in shaping NBCC's next chapter by ensuring the College has the financial capacity, planning discipline, technology, analytics, and operational infrastructure required to meet its mandate and grow with purpose. This is not a maintenance role. It is a turnaround and transformation mandate: restoring NBCC's financial position from deficit to reinvestment, strengthening confidence in financial decision-making, and creating the conditions for sustainable growth, operational focus, and long-term resilience.

Required As a member of the Executive Leadership Team, you will contribute to the strategic direction of the College, helping to make the choices required to protect NBCC's mission, unlock reinvestment, and ensure resources are directed to the areas of greatest impact for students, employers, and communities. Through cross-organizational collaboration, you will strengthen institutional effectiveness, foster accountability, manage enterprise risk, optimize operational expenditures, and build a financial model strong enough to respond to uncertainty while continuing to advance the College's ambitions. You will spend your time in the following areas:

Financial Strategy & Stewardship

Leading the development and execution of the College's financial strategy, ensuring responsible stewardship of public resources and long-term financial sustainability.

Overseeing budgeting, forecasting, financial reporting, capital planning, and resource allocation processes.

Providing leadership in identifying opportunities, managing financial risks, and positioning the College to respond effectively to changing funding environments and emerging priorities.

Leading the development of a multi-year financial turnaround and sustainability plan that moves NBCC from deficit management to reinvestment, while supporting mandate-driven growth, disciplined expenditure optimization, and long-term organizational resilience.

Strategic Leadership & Institutional Planning

Aligning financial choices with mandate, strategy, and measurable outcomes

Serving as a trusted advisor to the President & CEO, providing insight and recommendations to support enterprise decision-making and complex financial choices.

Leading integrated planning processes that align strategic priorities, operational plans, financial resources, capital investments, and performance outcomes.

Supporting long-range planning, organizational transformation, and enterprise-wide initiatives that advance the College's mission and goals.

Digital Transformation & Technology Leadership

Providing executive leadership for digital strategy, enterprise systems, cybersecurity, technology governance, and information technology services.

Championing modernization, innovation, and the effective use of technology to enhance student experience, operational effectiveness, and organizational agility.

Linking digital transformation to service quality and cost effectiveness

Institutional Analytics & Performance

Leading the College's analytics, reporting, and performance measurement functions.

Advancing the use of data, institutional intelligence, and predictive insights to support evidence-informed planning, decision-making, and continuous improvement.

Enterprise Risk & Organizational Effectiveness

Lead enterprise efficiency reviews, explore shared services and/or service design

Overseeing enterprise risk management, business continuity planning, and organizational resilience initiatives.

Strengthening governance frameworks, accountability practices, and internal controls.

Fostering a culture of operational excellence, continuous improvement, and responsible resource management.

Government Relations & External Partnerships

Balancing mission, access, quality, and affordability with financial sustainability

Modernizing ERP, financial systems, planning tools, or reporting platforms

Leading government funding strategies and ensure compliance with financial accountability and reporting requirements.

Building and maintaining effective relationships with government partners, auditors, financial institutions, sector partners, and other key stakeholders.

People Leadership

Providing leadership to Finance, Planning, Information Technology, and related administrative functions.

Building high-performing teams, develop leadership capacity, and foster a collaborative, inclusive, and accountable culture.

Leading through change while promoting innovation, service excellence, and strong organizational alignment.

Qualifications Education and Experience

Demonstrated experience leading financial turnaround, sustainability, or business model transformation in a complex organization, including the development and execution of multi-year plans to address structural deficits, optimize expenditures, strengthen revenue or funding models, and restore capacity for reinvestment.

A Chartered Professional Accountant (CPA) designation or equivalent education and experience.

A master's degree in Business Administration, Finance, Public Administration, or a related field, or an equivalent combination of education and experience.

Extensive experience in progressively senior financial leadership roles within a complex organization, with knowledge of or experience in the public, post-secondary, or broader public sector.

Experience providing executive oversight of functions such as information technology, enterprise planning, analytics, risk management, and other corporate services.

Experience working with executive leadership teams, governing boards, external auditors, government partners, and funding agencies.

Demonstrated success leading large-scale budgets, strategic initiatives, and organizational change.

Strong knowledge of financial governance, public sector accountability, compliance requirements, internal controls, and enterprise risk management.

Exceptional leadership, relationship-building, and communication skills, with a collaborative approach to advancing organizational priorities.
