Summary

Are you an experienced facilities and operations leader who excels at managing critical infrastructure, driving operational excellence, and building high-performing teams in complex environments?

As the Manager, Utility Plant and Mechanical Systems at Providence Health Care, you'll play a key leadership role in supporting the operation of the Energy Centre at the new St. Paul's Hospital opening in 2027. You'll oversee utility plant operations and mechanical systems, lead skilled technical teams, and help ensure the safe, reliable, and efficient delivery of essential services that support patient care across the organization.

This includes:

• Leading the daily operational management and maintenance of designated central steam, hot water heating production and distribution utility plants, and associated mechanical systems
• Establishing, developing, and implementing departmental goals, operational plans, and service delivery requirements for the Energy Centre at the new St. Paul's Hospital
• Ensuring compliance with regulatory requirements, safety standards, and industry best practices to maintain a safe and reliable healthcare environment
• Managing operating budgets, forecasting resource requirements, and ensuring effective stewardship of departmental financial resources
• Recruiting, developing, mentoring, and supporting technical and operational staff while fostering a culture of accountability, collaboration, and continuous improvement
• Overseeing the development, implementation, and ongoing enhancement of maintenance programs to optimize system performance, reliability, and efficiency
• Collaborating with internal partners, contractors, and external stakeholders to support operational priorities and long-term infrastructure

What You Bring

Education & Experience:

• A level of education, training and experience equivalent to a British Columbia or Inter-Provincial Third-Class Certificate of competency as a Power Engineer or, Bachelor’s Degree in Mechanical Engineering or related field, plus current certification as a Third-Class Power Engineer by Technical Safety BC.
• Three (3) to five (5) years’ recent, related progressive supervisory and management experience in a large, complex unionized environment.

Skills and Abilities:

• Demonstrated interpersonal skills coupled with the ability to apply sound management skills in selecting, developing and coaching staff.
• Ability to prepare, reports and recommendations to multidisciplinary audiences, and consult individuals internal to the organization.
• Demonstrated project management experience.
• Ability to use spreadsheet and word processing applications.
• Demonstrated experience with being adaptable and flexible to meet changing priorities and resource constraints.
• Knowledge and experience with the operation of air conditioning, refrigeration, electrical and control systems, and human resources management.
• Demonstrated working knowledge of building systems, operations and maintenance practices in a complex, multi-site health care environment.
• Demonstrated working knowledge of appropriate legislation, relevant laws and by-laws, and provincial/national standards.
• Demonstrated knowledge of healthcare facilities operations and maintenance best practices.
• Proven initiative, judgment, decision-making and problem-solving capabilities.
• Demonstrated ability to take action in a crisis management environment.
• Demonstrated oral and written communication skills including the ability to collaborate and to identify solutions to non-routine enquiries.
• Demonstrated interpersonal, leadership and team building skills with a track record of building successful teams, promoting teamwork through motivating, coaching, and consensus-building, and applying innovative and effective people skills to maximize team performance.
• Ability to supervise and provide direction to staff, consultant and other contractors.
• Demonstrated ability to work efficiently and maintain effective working relationships with a service-oriented attitude displaying courtesy, tact and diplomacy under stressful situations.
• Strong organizational and planning skills including the demonstrated ability to effectively manage time, responsibilities, and multiple priorities and schedules.
• Ability to operate related equipment including related software applications.
• Physical ability to perform the duties of the position.

Your Day to Day:

• Leading the operation, maintenance, and continuous improvement of the New St. Paul’s Hospital Energy Centre, including central steam and hot water heating production and distribution systems, mechanical systems, and emergency generators
• Establishing departmental goals, objectives, and operational plans that align with organizational priorities while developing systems and processes that support safe, reliable, and efficient operations
• Managing employee performance, workforce planning, recruitment, scheduling, mentoring, professional development, and succession planning for technical and contract staff
• Providing leadership in labour relations matters, including performance investigations, disciplinary processes, grievance management, essential service planning, and participation in labour-management meetings
• Developing and managing annual operating and capital budgets, monitoring expenditures, conducting variance analysis, and implementing corrective actions to ensure effective financial stewardship
• Overseeing preventative, predictive, and corrective maintenance programs while ensuring effective planning, scheduling, risk mitigation, and utilization of the Computerized Maintenance Management System (CMMS)
• Managing contracts and external service providers, including developing scopes of work, negotiating service agreements, monitoring performance, and ensuring work is completed to organizational and regulatory standards
• Leading construction, renovation, and infrastructure renewal projects by coordinating staff, consultants, contractors, and stakeholders to achieve project objectives while minimizing operational impacts
• Ensuring compliance with applicable codes, regulations, safety standards, environmental requirements, and industry best practices while supporting policy, procedure, and program development
• Collaborating with Planning and Capital Projects teams by providing technical expertise in infrastructure planning, systems commissioning, contract management, and facility operations
• Building strong relationships with internal and external partners, participating on committees, and serving as a subject matter expert to support organizational initiatives and long‑term infrastructure planning
• Supporting business continuity and emergency preparedness planning while advancing energy conservation, sustainability initiatives, carbon footprint reduction, and environmental performance objectives
