HEABC leads and supports the strategic planning related to human resources and labour relations on behalf of British Columbia’s publicly funded health employers. HEABC is responsible for negotiating provincial agreements for 138,000 unionized health care employees including nurses, physician residents, ambulance paramedics, health science professionals, and more.

Opportunity HEABC has an opening for the Executive Director, Compensation and Classification Services. Reporting to the Vice-President, Human Resources Strategies and Services, the Executive Director, Compensation and Classification Services (the Executive Director) is a key leader in HEABC, demonstrating competencies in the areas of compensation and classification, problem-solving, partner engagement, provincial strategy, and change management.

The Executive Director develops, implements, and enhances compensation and classification processes, policies, and structures within the BC health sector, while identifying and advancing opportunities to strengthen HEABC's services and support the evolving needs of member organizations and the province.

Key Responsibilities

Develop and execute key goals and objectives aligned to the vision and strategic direction of HEABC.

Lead the development and implementation of compensation and classification strategies and services that advance provincial Health Human Resources objectives.

Build and sustain collaborative working relationships with HEABC members, industry groups, healthcare unions, government agencies, etc.

Provide leadership over the governance, administration, and evolution of the health sector Compensation Reference Plan and negotiated classification plans. Ensure the integrity of provincial compensation and classification systems by ensuring compliance with established frameworks, policies, legislation, and collective agreements.

Provide strategic classification expertise to support the interpretation and implementation of negotiated agreements, settlements, and key strategic provisions related to included classification systems and wage matters.

Lead the continuous improvement and evolution of compensation and classification services, proactively identifying opportunities to improve, modernize, and expand services in support of HEABC's strategic objectives and the evolving needs of member organizations and the province.

Initiate and lead strategic initiatives to strengthen the consistent application of health sector compensation and classification plans, policies, and public sector direction.

Prepare business cases, executive briefs, project plans, etc., as needed to move work forward. Lead participation in industry compensation surveys.

Maintain knowledge of current trends, issues, and industry changes.

Provide leadership, direction, and oversight to the Compensation and Classification Services team.

Chair the Compensation and Benefits Advisory Committee, providing strategic leadership for the committee's mandate, annual work plan, and priorities.

Required Knowledge, Skills And Experience A level of education, training, and experience equivalent to a bachelor’s degree in human resources or a related field supplemented by ten (10) to fifteen (15) years of progressive senior leadership experience in compensation and classification management, preferably in a healthcare and unionized environment. Designation as a Certified Compensation Professional (CCP) and/or Chartered Professional in Human Resources (CPHR) is preferred.

Knowledge of compensation and classification practices and public sector compensation programs.

Understanding of related government legislation, labour relations and applicable collective agreements.

Experience designing, implementing, and evaluating compensation programs.

Familiarity with project management methodologies and best practices.

Ability to effectively resolve problems and conflict.

Proven leadership skills with the ability to coach and develop staff.

Strong facilitation, negotiation, and influencing skills to achieve results.

Ability to execute on strategic human resource goals and objectives.

Proficiency with computer systems and business applications.

Ability to work under pressure and adjust priorities in a rapidly changing environment.

Salary Range: $130,864 to $171,758

Typical Hiring Range: $130,864 to $163,579

In determining salary, HEABC considers many factors including the successful candidate’s skillset and experience as well as internal equity. The final salary offer will be at HEABC’s sole discretion and presented as part of a competitive total compensation package.
