RQ-2026-009812 - Senior Business Analyst for the Clinical Data Foundation (CDF) Program

Project Overview Key Responsibilities Provide a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs. Interact with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements. Prepare and advise on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization. Handle change requests for electronic health record (EHR) planning, using change management workflow Create clear content for artifacts, prepare project charters/plans, elicit information from subject matter experts, and lead meetings. Organize, lead/control meetings and keep discussion on track and accomplish goals. Create detailed work streams, manage project scope, timeline, and costs to achieve project objectives in accordance with business needs/expectations. Document requirements in business requirements document (BRD) Qualifications & Requirements REQUIRED

Must be able to work up to 3 days onsite per week Minimum 8 years’ business analysis experience working in electronic health-related projects Experience working in the public sector, preferably in a health care setting. Experience with and knowledge of Project Management concepts (e.g. project goals, risk, scope, participant roles, planning and quality management) Experience conducting business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions Excellent Communication skills both verbal and written, and strong stakeholder engagement skills Coordinate and conduct business analysis in order to assess client’s business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined Application of re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches Coordinate and conduct business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies Develop strategies, prepare business cases and cost-benefit analysis, and conduct feasibility studies for business I&IT initiatives Develop sound processes for requirements gathering including but not limited to JAD sessions, interviews, mockups, etc. Conduct business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects Monitor progress, resolves problems and report regularly to I&IT management and stakeholders Develop performance measures and traceability matrices for business analysis evaluation and conducts follow-up Experience developing strategies, preparing business cases and cost-benefit analysis Experience conducting requirements gathering, developing documentation, including presentations and briefing notes and conducting stakeholder engagement Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope Awareness of emerging I&IT trends and technologies Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills A team player with a track record for meeting deadlines NICE TO HAVE
