Purpose Of Position

The Women's Shelter Manager oversees shelter operations, providing support services to residents in crisis while advocating for their rights and empowerment. They lead staff, manage resources, and engage with the community to create a safe environment. Additionally, they coordinate furnishing and ensure the shelter is operational, ready to serve community members in need effectively. Duties And Responsibilities

Key Responsibilities

Play a pivotal role in initiating shelter operations, overseeing furnishing and finishing in coordination with Housing Department and Community Services. Coordinate closely with the housing department to ensure regulatory compliance and assist in project completion. Collaborate with stakeholders to develop policies and procedures for shelter operations, including safety protocols and resource allocation. Oversee the procurement of necessary supplies and equipment, ensuring the shelter is equipped to meet residents' needs; ensure coordination and communication, work to establish a seamless transition for residents seeking shelter and support. Develop and implement programmatic initiatives to meet the needs of shelter residents, including case management, counseling, advocacy, and educational workshops. Ensure that services are trauma-informed, culturally sensitive, and inclusive of diverse backgrounds and experiences. Ensure all project activities adhere to Canada Mortgage and Housing Corporation (CMHC) and Indigenous Services Canada (ISC) operating agreements, maintaining compliance with all contractual obligations. Facilitate regular meetings with teams and interested parties to monitor progress, address any issues, and ensure alignment with Shelter operations. Supervision And Training

Recruit, train, supervise, and evaluate shelter staff. Provide ongoing support, guidance, and professional development opportunities to staff to ensure high-quality service delivery. Resident Support And Advocacy

Provide guidance and leadership to Shelter Staff, supporting them in their delivery of crisis intervention and emotional support to shelter residents, ensuring their safety, dignity, and empowerment. Advocate for residents' rights and access to resources, including legal assistance, healthcare, housing, and employment opportunities. Facilitate support groups, workshops, and activities aimed at building life skills, self-esteem, and resilience among residents. Administrative Oversight

Manage the shelter's budget, including monitoring expenses, preparing financial reports, and identifying opportunities for funding and resource development. Maintain accurate records and documentation related to shelter operations, client services, and outcomes. Ensure compliance with relevant regulations, policies, and procedures governing shelter operations and client confidentiality. Community Engagement And Outreach

Develop and implement outreach strategies to reach underserved and vulnerable populations and increase access to shelter services. Cultivate strong relationships with local service providers, community organizations, government agencies, and businesses to expand the network of support available to shelter residents. Work with TteS departments and community partners to increase awareness of shelter services and ensure that vulnerable populations are aware of available support. Participate in community events, networks, and meetings to represent the shelter and promote collaboration between different community services and organizations. Financial Responsibility Support

Responsible for budgetary oversight, monitoring expenses, preparing financial reports, and identifying opportunities for funding and resource development. Ensure that shelter resources, including supplies and materials, are properly allocated. Submit, review, and approve expenditures related to the Shelter. Create and manage the yearly budget for the Shelter - presenting to leadership as required. Safety And Security

Direct Shelter Staff in regard to safety meetings, emergency planning, incidents, and crises. Coordinate with the team lead on emergency drills and procedures. Ensure that safety and security protocols are followed at all times within the shelter. This includes monitoring access control, advising staff on managing resident behaviour, and supporting any necessary interventions. Create and maintain safety protocols specific to shelter operations ensuring client and staff safety. Ensure staff are properly trained in handling crisis situations, managing conflict, and maintaining safety of all personnel. Identify potential risks within the shelter environment and take proactive steps to mitigate these risks. Reporting And Communication

Communicate to shelter staff regarding operational concerns, shelter updates, or strategic direction. Report to the Executives and Chief and Council as required (operations, strategic planning, community engagement, shelter programming and services, etc.). Ensure regulatory reporting requirements are adhered to and completed as per funding agreements or contractual obligations. Report relevant incidents to Health and Safety, Community Services, or Human Resources, and/or legislated authorities or government ministries where applicable. Present business cases and briefing notes to Chief and Council. Financial Responsibility

Maintain and monitor budget throughout fiscal year. Approves all purchasing and expenditures related to the Shelter. Ensures all financial tracking and reporting is in compliance with external funding requirements. Supervision Or Training Duties

Recruit, train, supervise, and evaluate shelter staff. Maintain work schedules, contact on-call staff for filling shifts as needed, and direct shelter staff. Conduct performance evaluations and address any performance issues that arise within the shelter team. Offer guidance to staff in areas of trauma-informed care, conflict resolution, and client support. Special Requirements

Must be able to successfully pass a criminal record check (vulnerable sector). Must have a class 5 driver’s license and reliable transportation. Professional Certification, Education And Experience

Bachelor’s degree in Social Work, Human Services, Public Administration or equivalent 4-7 years related experience Must have experience working with Indigenous communities. Knowledge of Family Law and principles Skills And Abilities

Demonstrated knowledge of trauma-informed care on individual and community levels. Ability to navigate resources and supports for Indigenous peoples. Demonstrated ability to work in Indigenous communities. Demonstrated knowledge of Secwépemc culture and traditions. Benefits

Normal Day shifts - 7 hours. Non-normal shifts may be required. PAY GRADE
