The Manager provides strategic and operational oversight of program development, case management, and supervision of front-line staff, including social workers, family support workers, and contracted personnel. This includes ensuring that all services are trauma-informed, client-centered, culturally appropriate, and aligned with both Tsleil-Waututh Nation’s values and provincial practice standards.
As part of their scope, the Manager oversees programming supported by the Ministry of Children and Family Development (MCFD), including but not limited to the FASD Key Worker Program. While the program supports families of children and youth with Fetal Alcohol Spectrum Disorder (FASD) and other complex neurodevelopmental conditions, it is part of a broader continuum of child and family services. The Manager ensures that these services are well-integrated into the overall CYFS model, including intake, referral, and reporting processes.
The role may also involves liaising with clinical supervisors, managing service, and supporting family capacity-building efforts. This includes providing oversight of short-term supports such as coaching, advocacy, and system navigation for families with multiple and layered needs—ranging from developmental concerns to access to health, education, and community-based supports.
In collaboration with the Community Service Administrator, the Manager contributes to broader departmental strategies, maintains strong partnerships with external agencies, and ensures service continuity and quality for Tsleil-Waututh children, youth, and families.
Essential Functions Program Leadership & Development
Lead the development and implementation of a culturally relevant CYFS service delivery model that supports Tsleil-Waututh children, youth, and families, including those with complex developmental and neurodiverse needs such as FASD/ADHD or others.
Oversee the Special Needs Program and ensure compliance with MCFD funding guidelines, including intake, referral pathways, and evaluation tools.
Draft and update policies, procedures, and service pathways in collaboration with staff and external stakeholders.
Collaborate with internal teams and external partners to plan and deliver workshops, support groups, peer mentoring, and other family-strengthening activities.
Work with the Senior Manager and/or Director to prepare annual work plans, budgets, funding proposals, and grant applications.
Responsible for Report/Proposal Writing for various Funding Agreements and Grants.
Staff Supervision, Clinical Oversight & Training
Provide direct supervision, training, and coaching to front-line staff, including social workers and Key Workers wherever possible.
Provide access to clinical supervision for Key Workers; as required under MCFD contracts, care plans and funding agreements to ensure services align with trauma-informed, family systems, and neurodevelopmental best practices.
Ensure timely completion of probationary and annual performance reviews.
Foster a positive, collaborative, and culturally safe team environment.
Promote reflective practice and facilitate access to clinical consultation and professional development opportunities.
Case Management, Intake & Crisis Response
Oversee integrated case management meetings and ensure that services align with social work ethics and client-centered best practices.
Lead the intake and referral process for CYFS services, including the FASD Key Worker and Special Needs Program.
Guide the development of individualized wellness and support plans in collaboration with families and service partners.
Support the Community Social Worker and other staff in handling complex and high-risk cases, including crisis situations.
Prioritize service delivery based on client risk and need and contribute to the development of clinical pathways with MCFD and other partners.
Community Engagement & Interagency Collaboration
Build and maintain positive relationships with external service providers (e.g., MCFD, RCMP, school districts, health authorities) to coordinate holistic and wraparound services.
Represent TWN at the direction of supervisor at inter-agency meetings, regional planning tables, and program advisory committees.
Participate as a key member of the Community Development Department Leadership Team.
Capacity Building, Reporting & Evaluation
Support the development of peer-support initiatives and culturally appropriate parent education strategies.
Develop and deliver internal training on topics such as trauma-informed practice, neurodiversity, and culturally safe care.
Implement and maintain effective tracking systems, case documentation, and data collection for service planning, reporting, and quality improvement.
Collect and report on service outcomes, outputs, and direct service hours as required by internal policies and external funding agreements.
Social Work Practice Integration
Ensure CYFS programs incorporate core social work values including anti-oppressive practice, cultural safety, and strength-based, healing-centered approaches.
Collaborate with front-line staff to continually assess and adapt services to meet the evolving needs of children, youth, and families.
Other Duties
Perform other related responsibilities as required to support the success of the department and the Tsleil-Waututh Nation.
This position is primarily reserved for TWN band and community members.

Qualifications
A degree or working towards a degree in Finance or Accounting, Business.
Co-op or internship experience in a finance or support related role.
Proficiency in Microsoft Suite Office Products including Word, PowerPoint, and Excel.
Strong problem solving skills with an attention to detail.
Ability to work independently, set priorities, and meet deadlines.
Excellent verbal and written communication skills.
Required Skills and Abilities
Master’s degree in social work, Clinical Counselling, or a related health/human services field.
Registration in good standing with a relevant professional regulatory body (e.g., BCCSW, BCACC).
At least 5 years of experience in child and family services, including direct work with neurodiverse populations.
3+ years of experience in staff supervision and/or clinical oversight.
Experience working within Indigenous communities and applying culturally safe, decolonizing practices.
Proficiency with client management systems and Microsoft Office.
Preferred
Experience managing or supervising services funded through MCFD (e.g., CYMH, CYSN, FASD).
Postgraduate training in trauma-informed practice, family systems, or neurodevelopmental conditions.
Knowledge of relevant legislation including the Child, Family and Community Service Act and CYSN Policy.
