Position Purpose Summary: The Withdrawal Management Program Manager is responsible for all aspects of The Salvation Army, London, Centre of Hope, Withdrawal Management Program. They provide oversight to the Withdrawal Management Program ensuring that program services are carried out in an effective and efficient manner in keeping with Salvation Army guidelines and policies and Ontario Withdrawal Management Standards. Accountabilities

General Develop, administer and direct The Salvation Army London Centre of Hope Withdrawal Management program through the managing of high-quality clinical services in accordance with industry standards, best practices and standards and policies & procedures of The Salvation Army London Centre of Hope and Ontario Withdrawal Management Standards. Maintain confidentiality in all matters pertaining to clientele and coworkers of The Salvation Army London Centre of Hope. Complete all duties in accordance with the principles, standards and policies & procedures of The Salvation Army London Centre of Hope. Maintain an awareness of trends in addictions and develop a support system of withdrawal management peers and participate in system planning in the addiction treatment sector. Handle public relations issues relating to the Withdrawal Management Program as directed by the Program or Executive Director. Network with other Salvation Army programs and other community agencies. Client Services

Assist in developing appropriate services for the clients of the London Centre of Hope Withdrawal Management Program; ensure the development and implementation of the quality management plan within the program. Develop, implement, monitor, evaluate and report on risk management activities specific to the program; develop and implement a Logic Model that contains common core components mandated to Withdrawal Management Services. Ensure the program has identified program goals common to all Withdrawal Management Services. Ensure that the following processes are monitored, reviewed and revised as necessary, vision of the individual plan of care and treatment as well as a plan to meet ongoing client care following discharge, quality of care and treatment, client care guidelines to ensure relevancy and indicators for outcomes of care. Ensure that medication guidelines are client focused, ethical and humane, meet community needs, economic realities, and follow prudent risk management practices. Ensure all staff are aware of, and understand, established guidelines regarding the management of intoxication and withdrawal, including monitoring, ongoing assessment, support, recording, and crisis management. Ensure the care and treatment process as a whole is consistent with applicable legislative requirements, standards of practice and the code of ethics of respective disciplines and the code of ethics for all program staff/volunteers Ensure that information available to staff/clients regarding community resources is up-to-date and accurate. Ensure appropriate liaison with professionals who come into the London Centre of Hope to work with Withdrawal Management clients. Ensure that all Withdrawal Management staff are aware of emergency procedures and are prepared to implement them immediately as necessary. Ensure that all procedures, rules, and guidelines for the safety and security of clients and staff are enforced impartially. Work cooperatively with the Environmental Services Manager to ensure the Withdrawal Management Program is cleaned regularly according to acceptable health standards and that physical property is maintained, arranging for repairs as necessary. Ensure that personal needs items are available for clients. Administration

Prepare statistical and operational reports as required by the London Centre of Hope management and outside agencies. Participate in the review and revision of relevant policies and procedures within the context of the London Centre of Hope Withdrawal Management Program. Develop and implement shift change procedures, documentation and any other tools required for effective communication of overall client services. Ensure the program has a system for collecting accurate, aggregate data in a form that permits data retrieval and analysis for the purpose of description, service planning, program planning and research. Responsible to ensure that client records are accurate and current and in compliance with the Ontario Health , including, admission documentation, process documentation and discharge documentation. Human Resources

Participate in hiring, orientation and employee development; provide ongoing supervision, consistent coaching, performance feedback, and manage the performance of staff in consultation with the Program Director. Ensure that probation and annual performance reviews/evaluations are completed, in a timely manner. Ensure that all mandatory staff training including but not limited to First Aid, CPR, and Non-Violent Crisis Intervention etc. is up to date; identify staff training needs. Ensures appropriate training is accessible for Withdrawal Management employees; identifying any training needs and notifying the Program Director of same. Develop educational opportunities and plans. Conduct regular staff meetings to review operational effectiveness, changes in policies and procedures, Health and Safety review, and to provide in-service training. Ensure that the HR database is updated in an accurate and timely manner. Understand and comply with the union contract. Coordinate, supervise and ensure that all processes and expectations as outlined in the Student Placement Policy. Responsible for preparing, posting and maintaining staff schedules and ensuring appropriate staffing at all times, approving staff absences (i.e. vacation time), and time sheets. Identify job vacancies and follows the Centre of Hope hiring procedures. Health and Safety

Responsible to maintain a level of competency and understand Sections 25 and 26 of the OHSA. Ensure that the measures and procedures prescribed (OHSA) are carried out in the workplace and that every reasonable precaution is taken for the protection of the worker and workplace. Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures. Ensure that the equipment, materials and protective devices as prescribed (OHSA) are provided and maintained in good condition. Perform daily workplace inspections, providing daily reports to the Health and Safety Coordinator. Conduct information sessions and/or training regarding workplace health and safety with their employees and ensure that employees attend any organization-wide health and safety training (such as WHMIS, First Aid, NVCI). Ensure that proper procedures are followed in the event of a workplace injury or illness, conducting incident investigations as applicable. In conjunction with the Human Resources Business Partner, ensure steps in the Early and Safe Return to Work Program are followed as required. Perform employee safety observations, correcting substandard acts or conditions and commending employee health and safety performance. Work cooperatively with the Environmental Services Manager to ensure the Withdrawal Management Department is cleaned regularly according to acceptable health standards and that physical property is maintained, arranging for repairs as necessary. Responsible to oversee the budget for the London Centre of Hope Withdrawal Management Program and provides input to the Management/Finance team for preparation of budget. Working Conditions

This full-time position is considered a management position for the purposes of the Employment Standards Act of Ontario and as such is not covered by various ESA rules, including but not limited to those related to hours of work, daily and weekly rest periods, and overtime compensation. Salary is based on average minimum weekly hours of 40 per week and hours worked are compensated through the annual salary amount. The London Centre of Hope is a 24/7 operation and as such the hours of work vary according to requirements of responsibilities – hence, some weekend, evening and midnight work may be required; a willingness to adjust the weekly work schedule in order to better service the clients is required. On-call rotation for the London Centre of Hope, returning to work when required or when a circumstance requires support outside of the scope of onsite management team; on-call rotational responsibilities returning to the Centre when required for emergencies. Schedule may vary according to requirements of responsibilities – some weekend and evening work may be required including on call responsibilities. Some travel required for position requirements related to training and conferences. Normal location of work is at:

Compensation

The target hiring range for this position is $55,244.80 to $69,076.80 with a maximum of $82,888.00. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
