Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state. Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets. As a federal Crown corporation, Trans Mountain continues to build on more than 70 years of experience delivering operational and safety excellence through our crude oil pipeline system. In-office Trans Mountain is seeking a collaborative, motivated, and values - driven individual to join our dynamic team as Manager, HR Business Partnerships & Workforce Support, West Coast Oil Pipeline (“WCOP”) Project. In this position, you will play a key role in leading the delivery of HR Business Partner services, workforce planning and controls, and workplace governance support across the WCOP project. The successful candidate will demonstrate strong expertise in HR business partnering, workforce planning, employee relations, organizational change, complaints management, and cross-functional stakeholder collaboration. Key Responsibilities

Lead, coach, and develop the HRBP and workforce support team supporting WCOP. Establish team priorities, allocate resources, and ensure the consistent delivery of HR services across assigned project portfolios. Partner with project and functional leaders to provide HR guidance and support related to workforce planning, organizational changes, employee relations, performance management, leadership effectiveness, and team performance. Lead Workforce Planning and Controls activities, ensuring workforce forecasts, resource plans, organizational structures, reporting, and position controls support project execution requirements. Provide oversight and direction for employee relations matters, complaints management, investigations, workplace conduct concerns, and case management activities to support timely and consistent resolution of issues. Support implementation of organizational changes, workforce transitions, mobilization activities, reporting relationship changes, and workforce readiness initiatives. Partner with Talent Acquisition & Talent Programs, Compensation, Organizational Change Management (“OCM”), Legal, Safety, Finance, Supply Chain Management, and other stakeholders to support integrated workforce solutions. Monitor workforce trends, workforce risks, service delivery effectiveness, and opportunities for continuous improvement across the HRBP and workforce support portfolio. Leads the day-to-day delivery of HR Business Partnership services, Workforce Planning & Controls, and Workplace Governance support for WCOP. Provides leadership to HR Business Partners, HR Advisors, Coordinators, workforce planning resources, analysts, and other workforce support professionals. Supports a complex project organization expected to scale significantly through development, mobilization, execution, and transition phases. Operates in an environment involving employees, contractors, multiple work locations, evolving workforce requirements, and aggressive project timelines. Responsible for ensuring the effective execution of workforce planning activities, HR support services, employee relations practices, complaints management processes, and workforce governance requirements. Works with project leaders to identify workforce risks, organizational challenges, workforce readiness requirements, and employee relations concerns, and supports the implementation of practical solutions. Exercises sound judgment in managing complex workforce issues, organizational changes, workplace concerns, and competing business priorities. Partners closely with the Senior Director, HR - WCOP to implement workforce strategies, governance requirements, and people initiatives that support successful project execution. Qualifications and Professional Experience

Post-secondary education in Human Resources or related discipline. CPHR designation is preferred. Minimum of 8 years of progressive experience. Training in project execution support. Significant experience providing HR support within complex operational, industrial, construction, infrastructure, energy, or project-based environments. Experience leading HR Business Partners, employee relations, workforce planning, or workforce support teams. Experience supporting workforce growth, organizational change, workforce transitions, employee relations, and leader coaching within large, complex organizations. Collaborative and supportive leader with a passion for mentoring, coaching, developing talent, fostering teamwork, and guiding others through difficult conversations with empathy, tact, diplomacy, and discretion. A consistent track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions. Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization. Excellent communication skills, with the ability to convey information clearly, respectfully, professionally, and with sound judgment in both routine and high‑stakes situations. Maintains confidentiality, calm under pressure and demonstrates a high level of professionalism.
