Job description
Thomas’ Circle of Care Inc. is seeking an Executive Director to provide strategic and operational leadership for a growing non-profit organization delivering residential, family, cultural, and community-based services. This is an opportunity to guide organizational growth, strengthen partnerships, and support a dedicated team committed to helping children and families thrive. The Opportunity

Reporting to the Board of Directors through the Chairperson, the Executive Director is responsible for the overall leadership, performance, and sustainability of Thomas’ Circle of Care Inc. The Executive Director is a strong administrator who advances the organization’s strategic priorities and provides requisite oversight of operations, programs, people, finances, governance, and stakeholder relationships. Serving as the primary spokesperson and advocate for the organization, the Executive Director champions the well-being of children, youth, and families and fosters strong relationships with Indigenous communities, government partners, employees, and stakeholders. Key Responsibilities

Leadership

Works with the Board of Directors to establish and achieve the strategic direction and related business plans for the organization; monitors and reports outcomes; shares information and updates with employees and ensures alignment. Identifies key risks, issues or trends that may impact the operation; advises the Board of Directors; seeks input, makes recommendations and mitigates risk as appropriate. Keeps current with industry trends and identifies emerging opportunities to enhance the well-being of children. Serves as the sole/primary resource to the Board of Directors; prepares agendas and participates in Board meetings; provides Board members with transparent, comprehensive, and regular operational and financial reports, briefings, and other meeting materials or documents. Prepares an annual report for Board approval. Ensures the business operation functions in accordance with the direction and expectations from the Ministry of Social Services. Serves as accountable Executive with respect to leadership and commitment to health and safety. Personally demonstrates the values of the organization and establishes a culture based on these foundational values. Oversees the efficient and effective day-to-day operations of the organization. Processes & Programs

Directs the implementation of internal processes and programs in support of the strategic direction and business plans; oversees the evaluation and reporting of results. Encourages a continuous improvement approach and the sharing of innovative processes and programs in support of quality outcomes for the children, the employees and the organization. Ensures all regulatory and legal processes are identified, understood and adhered to by all employees, including but not limited to Occupational Health & Safety, the Child Care Act, the Residential Services Manual and the Child Protection Services Manual. Oversees the development and communication of internal policies and related processes associated with the business operations, human resources and finance; ensures adherence by all employees. Keeps current with, identifies and/or supports contemporary and culturally sensitive programs and services. Human Resources

Leads a team of dedicated people and ensures all aspects of the human resources function are operating effectively and efficiently. Fosters a culture of inclusivity and teamwork; establishes and maintains a high performing staff complement through coaching, empowerment and engagement; personally communicates formally and informally to all employees. Acts as the primary spokesperson for contract negotiations with the representative union. Financial and Information Technology Management

Identifies budget/funding requirements to support the achievement of organizational goals and objectives; negotiates with funding agencies as required. Ensures sound financial management policies and processes are developed and administered appropriately, ensuring compliance with fiscal legislation and related provisions for non-profit organizations; provides oversight of all financial procedures, controls and performance. Monitors the monthly financial position; identifies any risk associated with financial outcomes/expectations and advises the Board as appropriate. Reviews and approves requests for proposals and contractual agreements. Authorizes payments/expenditures in accordance with policy and/or seeks Board approval as necessary. Ensures information systems/technology meet the needs of the organization and are secure. Community Relations and Advocacy

Acts as the organization’s ambassador and primary spokesperson with key stakeholders. Identifies, builds, and/or leverages relationships with key and diverse individuals and groups, including business, government, and community leaders, advancing the organization and its objectives. Attends special events, performs outreach and establishes collaborative partnership opportunities in support of the organization’s goals. Represents the organization at meetings and committees. The Candidate

Able to balance governance, people leadership, financial stewardship, and community engagement, the successful candidate brings the judgment, credibility, and relationship-building skills needed to guide a growing organization while fostering a culture grounded in accountability, collaboration, and the Seven Sacred Teachings. Qualifications, Knowledge, Skills, and Attributes

Experience and Education

Post-secondary degree in an appropriate or related field from a recognized learning institution (e.g. Social Work, Education, Business Administration, Psychology). Progressive senior leadership experience with a proven record of success. Experience within child and family-serving, community-based, Indigenous, social service or not-for-profit environments is considered an asset. Demonstrated experience working with a Board of Directors, including supporting governance and strategic decision-making processes. Equivalent combinations of education and experience may be considered. Knowledge

Indigenous cultures, communities, social programs, and related opportunities and challenges. Relevant legislation, regulations, and standards, including the Child Care Act, Residential Services Manual, Child Protection Services Manual, and Occupational Health and Safety requirements. Strategic business management, including risk management, planning, performance measurement, and reporting. Financial management and stewardship within a complex organizational environment. Skills

Exceptional written, verbal, presentation, and facilitation skills, with the ability to communicate effectively with diverse audiences. Demonstrated proficiency with business technologies, including Microsoft Office applications, digital communications tools, and information management systems. Attributes

Working Conditions

Attending meetings or events that are often outside of normal business hours is required. Sitting and standing for extended periods of time is required, as well as concentration and eye strain from computer use. Additional Notes:

Employment is conditional upon a positive outcome from a criminal record check and a vulnerable sector check. Verification of education is required. Reference checks will be conducted. Salary Range:
