This position performs advanced financial, governance and operational risk analysis of an assigned portfolio of complex pension plans, and supports the Manager, Pensions in executing the risk-based supervisory framework for the purposes of maintaining a current and accurate risk profile for each plan, and supervisory interventions across the pension system. This posting may be utilized to fill multiple vacancies. ACCOUNTABILITIES

Analyses high complexity pension plans to determine whether they are in sound financial condition and compliant with the Pension Benefits Standards Act and regulatory direction of the Superintendent. Prepares and maintains a supervisory plan for each assigned pension plan and contributes to the branch’s development and execution of a consolidated provincial supervisory plan to monitor , examine, and prioritize intervention activities. Supports the development, maintenance, and refinement of consolidated supervisory plans by identifying emerging risks, trends, and systemic issues. Identifies emerging risks and issues at the plan, segment, and system level and escalates findings with evidence ‑ based recommendations. Leads and/or conducts on-site examinations of select pension plans and encourages voluntary compliance or takes actions to encourage compliance. Provides subject ‑ matter expertise on complex files under Manager oversight, including actuarial, funding, governance, and investment risk matters. Recommends and provides advice on intervention options that mitigate significant risks occurring within the assigned portfolio. Maintains constructive working relationships with plan administrators and advisors, escalating sensitive, contentious, or reputational matters to the Manager. Responds to enquiries from the public and industry stakeholders related to the assigned pension portfolio. Works with other regulators to develop common responses to areas of risk and compliance that may affect BC members. Develops technical analysis, briefing notes, correspondence, and information material for internal and external audiences. Contributes to research studies, special projects and presentations, and stakeholder engagements. Contributes to the team’s development of internal work practices (e.g., policies, procedures and tools). Acts as a technical resource and mentor to other analysts and provides orientation and training to internal and/or external stakeholders within area of responsibility. Contributes to, participates in, and supports organizational business transformation initiatives. JOB REQUIREMENTS

Minimum of 5–6 years of progressively responsible experience in financial analysis, risk assessment, pension administration, or a related field. Knowledge of content, interpretation, and application of the Pension Benefits Standards Act/Regulations. Knowledge of the methods and procedures involved in the administration of pension plans and pension administration. Knowledge of pension funding and investment policies, and methodologies to evaluate and conclude on related risks. Knowledge of financial analysis techniques and business operational procedures. Knowledge of risk management principles and methods. Ability to analyze complex, ambiguous issues and provide clear, evidence ‑ based recommendations to senior decision ‑ makers. Ability to exercise judgement, initiative, and discretion. Ability to influence stakeholders to comply with legislation regulations and policies. Ability to work with a high degree of independence while exercising sound judgment on escalation. Superior oral and written communication skills. EDUCATION

Degree in business, pension investment/asset management, accounting, actuarial science, or economics and considerable directly related experience or, an equivalent combination of education and experience. RELATED EXPERIENCE

Related experience includes: Analyses or examinations in the financial services, benefits administration or pension investment services sectors Interpreting and applying legislation, regulations, and/or policy Preference may be given to applicants with Industry experience in the following areas: pension plan investment or actuarial management, consulting and/or pensions administration. CERTIFICATIONS

Preference may be given to applicants with relevant professional qualifications: FSA, FCIA, CEBS, FRM, CFA, CAIA, LLB/JDand/or CPA. PROVISOS
