What is the Opportunity? CanAtom, a joint venture between AtkinsRéalis and Aecon, is delivering the Pickering Nuclear Generating Station Refurbishment Project under a collaborative contract with Ontario Power Generation. The joint venture is underway to complete the retube, feeder, and boiler replacement (RFBR) of Units 5–8. Building on the successful delivery of the Darlington Refurbishment Project, the CanAtom team brings proven experience in safely executing complex nuclear projects on time and on budget to support Ontario’s clean energy future.

The Project Human Resources Manager will report to the Director, Human Resources, with a dotted line to the Pickering Refurbishment Deputy Project Director. This position will act as an advisor for the Joint Venture projects and is a hands‑on, dynamic role that provides coaching to managers and employees regarding human resources policies, employee relations, performance management, employee engagement, training and development, and recruitment.

In addition, this role will be responsible for ensuring alignment between Atkins Realis, Aecon, and Joint Venture human resources practices through the creation of processes and procedures.

What You’ll Do Here:

Oversee HR activities on the project and ensure that all activities are in accordance with human resources policies and in compliance with federal and provincial employment and labour laws, acceptable practices, and regulations.

Joint Venture Specific Duties

Act as the single point of contact for employees and managers assigned to the Joint Venture projects.

Support the rollout of various home company, corporate, project, and client employee development and engagement programs and initiatives.

Lead a project-based Human Resources team.

Manage JV employee lists and project assignment letters, determining policy eligibility for all new project staff, including company and project transfers.

Provide oversight of the project Living Out Allowance process, in conjunction with Administration and in accordance with the Travel and Per Diem Policy, including tracking and collecting all necessary forms and supporting documentation.

Work closely with the home company Human Resources teams to keep them continually up to date on all project Human Resources issues.

Own and work closely with the home companies on onboarding, as well as with the project onboarding team, ensuring all new employees have the proper equipment and access for their first day, including IT setup, project hire announcements, etc.

Participate in Joint Venture Senior Leadership and Safety Management meetings.

Perform other duties as assigned by project leadership.

Recruitment

Manage job descriptions and revise as needed.

Maintain the project recruitment tracker and hiring schedule for the weekly resource meeting.

Provide headcount projection and strategic workforce planning support.

Collaborate with hiring managers to schedule and participate in interviews.

Interview alongside hiring managers, performing thorough candidate assessments.

Compensation & Benefits

Conduct compensation impact analyses as required, including streamlining, organizational structure analysis, market data assessments, and recommendations.

Work with the home company Human Resources team on any disability case management matters.

Employee Relations

Provide effective situation and conflict management, working closely with managers to ensure employee relations issues are handled professionally and in a timely manner.

Identify potential employee relations issues, resolving them as appropriate and escalating to Legal and Corporate Human Resources as needed.

Provide proactive HR communications support, including town halls, leadership and operational team meetings, etc.

Conduct case management and investigations.

Coach managers and employees as required, applying progressive discipline principles as appropriate.

Interpret and apply JV policies.

Work closely with applicable home company HR teams to facilitate promotions, demotions, transfers, relocations, retirements, and terminations in a professional manner, ensuring a balance between project and employee needs.

Talent Management

Support managers with performance management and objective setting during the regular cycle, as well as when required, by creating clear connections to project plans.

Facilitate talent reviews for the project teams and ensure appropriate follow-up on actions.

Ensure training needs for the business are evaluated and appropriate training is selected, reinforced, and tracked.

Support succession management initiatives and ensure appropriate succession plans are in place for the project.

Co‑op student(s) as required.

What You Bring to the Team:

Post‑secondary school education in Human Resources Management.

Minimum 7 years’ experience in an HR Business Partner function, with preference for people leadership experience.

Demonstrated partnership with senior leaders, consultative decision making, and hands‑on employee relations support.

Versatility and full scope HR portfolio capability (end‑to‑end employee life cycle) including workforce planning, recruitment strategy, onboarding, performance management, development planning, compensation discussions, investigations, and offboarding.

Ability to work in a fast‑paced, dynamic, and collaborative environment with high resiliency. Previous experience working on a Joint Venture major project is a strong asset.

Experience working in a unionized environment.

Valid driver’s license and access to a vehicle, with willingness to frequently travel to project sites within Ontario.

Superior problem‑solving skills and the ability to demonstrate agility in creating valuable solutions to complex issues quickly.

Tactful and effective written and verbal communication skills, with the ability to interact with all levels within the organization and influence as required.

Ability to build consensus among peers to support human resources strategies.

Accurate and detail‑oriented with excellent organizational and interpersonal skills.

Versatility in the HR portfolio is required, including the full scope of the employee life cycle, compensation, recruitment, and talent management. Organizational development experience is an asset.

Strong Microsoft Office and HRIS knowledge; SAP, SuccessFactors, and Workday are assets.

Fiscal Responsibility

Fiscal responsibility as defined by home company Policy & Procedure, Limits of Authority.

Fiscal responsibility as required by the Joint Venture agreement.

Extent of Public Contact

Customers, suppliers, and JV partners.

Project managers, project personnel, and estimating personnel.

Trades personnel and union business agents.

Physical Demands

Various work locations, including the Pickering Offices, Pickering Site, and JV home offices.

Travel as necessary.

Other Qualifications

Our background check process includes a full security check and clearance process, as well as reference checks. The security clearance process includes a comprehensive list of previous residences, employment, education, and other pertinent information.

The expected pay range for this role is $110,000 - $125,000 per year.

Individual pay is determined based on several factors, including work location, education, experience, unique skills and job conditions. Other considerations may include certifications, specialized training, and the complexity or scope of the role.
