Procurement Manager

The Procurement Manager is responsible for leading the procurement and strategic sourcing activities across multiple construction projects. This role ensures the timely, cost-effective, and compliant procurement of subcontracted services, materials, equipment, and project resources while maintaining high standards of quality, safety, and commercial performance.

Working closely with Estimating, Preconstruction, Operations, and Project Management teams, the Procurement Manager develops and executes procurement strategies, manages supplier and subcontractor relationships, leads commercial negotiations, and identifies opportunities for cost savings and process improvements.

How will you contribute to the team?

To perform this role successfully, the candidate will be responsible for but not limited to the following:

Lead procurement activities from project award through completion.

Develop and execute procurement strategies aligned with project schedules, budgets, and operational goals.

Source, evaluate, and select qualified subcontractors, suppliers, and vendors.

Negotiate subcontract agreements, purchase orders, and supply contracts.

Collaborate with Estimating, Preconstruction, and Operations teams to support project planning and delivery.

Manage RFQs, RFPs, and supplier bid evaluations.

Build and maintain strong supplier and subcontractor relationships.

Monitor market conditions, pricing trends, and supply chain risks to identify opportunities and mitigate challenges.

Support project teams with procurement planning, logistics, and material coordination.

Review and approve procurement documentation to ensure contractual compliance and risk management.

Track procurement performance, vendor metrics, and cost-saving initiatives.

Resolve supplier and subcontractor performance, delivery, and quality issues.

Ensure compliance with company policies, contracts, and applicable legislation.

Drive continuous improvement, standardization, and cost optimization initiatives.

Mentor and develop procurement team members.

Education and Experience:

Degree or diploma in Supply Chain Management, Construction Management, Engineering, Business Administration, or a related field; professional procurement or construction designation considered an asset.

7–10 years of procurement, purchasing, supply chain, or contract management experience within the ICI, infrastructure, civil, or construction sectors.

Experience procuring construction materials, equipment, subcontracted services, and major project packages.

Strong knowledge of construction contracts, subcontract agreements, procurement practices, and commercial risk management.

Proven experience negotiating contracts and managing supplier and subcontractor relationships.

Knowledge of the Ontario Construction Act and industry best practices is considered an asset.

Strong negotiation, communication, leadership, and relationship-building skills.

Excellent commercial, analytical, problem-solving, and decision-making abilities.

Proficiency with Microsoft Office and procurement/ERP systems.

Ability to manage multiple priorities in a fast-paced construction environment and lead the development of procurement team members.

Working Conditions:

Office and site-based position. When on site, personal protective equipment (i.e. hard hat, safety boots) required at all times.
