Job description

Work Model: Mon, Tues, Thurs in person/ Weds, Fri Remote

Pay Rate: $77.18/hr

Travel:

  • Driver's abstract required
  • Approximately 50% Field Environment-vs-50% in an office.
  • Air travel within Canada and the US. Local travel driving rental vehicle (10-20%)
  • May be exposed to work near moving mechanical parts.
  • The employee is occasionally exposed to wet or humid conditions (non-weather); fumes or airborne particles; risk of electrical shock and vibration.
  • The noise level in the work environment may be above 90 dBA

High Level Description

  • The Ground Disturbance Specialist provides subject matter expertise, training support, and governance oversight for ground disturbance activities across projects.
  • This role supports safe, compliant, and consistent execution of work by applying practical knowledge of Canadian and U.S. ground disturbance requirements, utility locate expectations, excavation controls, permitting practices, and regulatory obligations.

Specific Accountabilities:

  • Provide technical guidance to project teams on ground disturbance planning, permitting, execution, and closeout requirements.
  • Interpret and apply ground disturbance requirements across Canadian and U.S. jurisdictions, including applicable legislation, industry practices, company standards, and project-specific procedures.
  • Support the development, review, and continuous improvement of ground disturbance governance documents, including standards, procedures, rules, roles and responsibilities, training materials, and field execution guidance.
  • Advise project teams on safe excavation practices, utility crossing requirements, locate management, hydrovac or daylighting expectations, emergency response considerations, and documentation requirements.
  • Partner with damage prevention, construction, safety, environment, engineering, operations, contractors, and inspectors to promote consistent understanding and application of ground disturbance controls.
  • Identify gaps, lessons learned, and improvement opportunities from project execution, incidents, audits, inspections, and field feedback.
  • Support the design, delivery, and improvement of ground disturbance training programs for project personnel, inspectors, contractors, and other stakeholders. This includes helping define competency expectations, reviewing training content for regulatory and practical accuracy, supporting awareness sessions, and ensuring training reflects current Canadian and U.S. requirements and field execution risks

Scope/Dimensions:

  • Bachelor's degree in construction management, engineering, or a related field preferred.
  • Proven experience in construction inspection, with expertise in ground disturbance and pipeline construction.
  • Strong knowledge of relevant regulations, codes, and industry standards.
  • Excellent communication, presentation, and organizational skills.
  • Experience in developing and delivering technical training programs.
  • Ability to adapt training materials for diverse audiences and learning styles.
  • Certification in construction inspection or training facilitation is an asset.
