Job description

Project Manager, Campus Operations

Summary

The project manager leads the delivery of construction and infrastructure projects from initiation through completion. This position leads project scope, budgets, schedules, risks, procurement activities, consultants, contractors, and stakeholder relationships while balancing institutional priorities, campus standards, sustainability objectives, and regulatory requirements. Working closely with campus partners, the project manager provides strategic project leadership and technical expertise to support successful project outcomes. This role serves as the primary point of accountability for project execution and performance throughout the project lifecycle.

Duties and Responsibilities

  • Leads the planning, execution, and delivery of construction projects by establishing project objectives, and coordinating project activities.
  • Defines project scope in collaboration with campus stakeholders and evaluates project requirements against university planning and development standards, space requirements, sustainability goals, architectural considerations, and industry leading practices.
  • Leads project governance by developing project strategies, identifying and mitigating risks, resolving complex issues, and implementing change management approaches to support project success.
  • Maintains project budgets from development through completion by establishing cost estimates, monitoring expenditures, administering change orders, and communicating financial impacts to stakeholders.
  • Develops and maintains comprehensive project schedules by coordinating activities, tracking milestones, monitoring dependencies, and addressing schedule risks and delays.
  • Leads stakeholder engagement activities by identifying project stakeholders, developing communication strategies, facilitating consultations, and maintaining effective relationships throughout project delivery.
  • Coordinates the development of preliminary and final designs by working with internal departments, external consultants, and technical specialists.
  • Oversees the work of consultants, contractors, and trades by providing direction, monitoring performance, facilitating coordination, and supporting timely project execution.
  • Promotes construction safety by monitoring compliance with contractual requirements, legislation, and university standards, and by engaging appropriate safety professionals and inspectors.
  • Maintains current knowledge of building codes, construction practices, sustainability principles, life-cycle costing methodologies, product developments, warranties, and university standards to support informed project decisions.
  • Advances institutional sustainability objectives by incorporating sustainable design, construction, and operational principles into project planning and decision-making activities.
  • Communicates and acts in a respectful and professional manner, collaborates effectively, abides by policy, and contributes to a positive and productive work and learning environment.
  • Engages in continuous learning by participating in activities, training, and events related to Indigenous engagement, reconciliation, equity, diversity, and inclusion.
  • Demonstrates respect and dignity for all members of the community, actively contributes to an environment of acceptance and inclusion of others, and responds to different perspectives from a place of curiosity, respect, and non-judgement.
  • Undertakes related duties, as assigned, consistent with the nature of the position.

Qualifications

  • A bachelor’s degree in engineering, construction management, architecture, architectural technology, or a related field.
  • Project Management Professional (PMP) designation is preferred.
  • Membership with the Saskatchewan Applied Science Technologists and Technicians (SASTT) or another relevant professional association is preferred.
  • Minimum of three years of progressively responsible construction project management experience including experience developing and managing project budgets, schedules, and contract documentation.
  • Experience managing and delivering capital construction projects on behalf of an owner/client using various procurement models, including design-build, design-bid-build, and construction management.
  • Demonstrated ability to lead projects through all phases, from planning and procurement to commissioning and closeout.
  • Working knowledge of applicable building codes, regulations, legislation, construction standards, and project governance practices.
  • Strong leadership, communication, collaboration, and stakeholder management skills, with the ability to coordinate consultants, contractors, and multidisciplinary teams.
  • Excellent analytical, problem-solving, negotiation, conflict resolution, and decision-making skills, with sound judgment and the ability to manage multiple priorities.
  • Proficiency with Microsoft Office and project management software; knowledge of university policies, planning processes, and sustainability principles is an asset.

The University of Saskatchewan recognizes alternate career paths; therefore, a combination of education and experience may be considered.
