Project Controls Analyst, Major Projects (Contract) Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets.

Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as Project Controls Analyst, Major Projects (Contract). In this position, you will play a key role in setting up, monitoring, and controlling budgets for in-house Owner’s resources and third-party Owner’s Costs across the Major Projects portfolio. The successful candidate will demonstrate strong expertise in cost budgeting and forecasting, commitment and actuals tracking, resource planning, and detailed cost and workforce reporting, including FTE and headcount curves, to support effective project oversight and decision-making.

Key Responsibilities

Establish and set up cost budgets for both in-house (Owner’s) resources and third-party Owner’s Costs across the Major Projects portfolio, aligning them to the Work Breakdown Structure (WBS), control accounts, and approved funding.

Monitor and control costs throughout the project lifecycle, tracking commitments, actuals, and accruals against budget, performing variance analysis, and maintaining cost forecasts and Forecast at Completion (FAC).

Lead resource planning across all Major Projects, supporting the development and implementation of resource planning, monitoring and controlling strategy from a Project Controls perspective, and capturing needs, allocations, and forecasts from functional teams.

Assign in-house resource costs to the appropriate projects, whether expensed or capitalized, and ensure these are accurately reflected in the appropriate WBS and control accounts.

Manage third-party Owner’s Costs, including budgeting, commitment and purchase-order tracking, invoice and accrual validation, and forecasting for consultants, contractors, and other owner-side expenditures.

Produce detailed cost and workforce reports, including FTE and headcount curves, charge-ins, utilization, and budget-versus-actual forecasts, to enable effective oversight of financial and resource performance.

Facilitate monthly cost and resource review meetings with all functional teams (Engineering, Environmental, Regulatory, etc.) to capture project needs, validate forecasts, and confirm allocations.

Work closely with Finance and Project Controls to align cost and resource planning with corporate cost structures, AFE processes, and project funding approvals.

Provide visibility to leadership through consolidated reporting on budget performance, cost forecasts, headcount, and utilization metrics.

Support the shaping of the governance process and participate in User Acceptance Testing (UAT) for the new Project Management System, ensuring alignment from both process and system perspectives.

Qualifications and Professional Experience

Post-secondary education in Business Administration, Engineering, Finance, Project Management, or related discipline.

Minimum 7 years of experience in project controls, resource and workforce planning , or capital project coordination , preferably in a major capital projects environment in the energy sector.

Demonstrated experience developing and managing project budgets, including cost forecasting, commitment and actual cost tracking, accruals, and variance analysis.

Hands-on experience managing Owner’s Costs and in-house resource costs across multiple projects, including capturing resource needs, allocations, and forecasts from functional teams.

Proven ability to facilitate cross-functional coordination and drive timely action across Project Management, Cost Control, Finance, and other stakeholder groups.

Working knowledge of Work Breakdown Structures (WBS), control accounts, AFE processes, and capital cost structures, including the treatment of expensed and capitalized in-house resource costs.

Strong understanding of cost and resource planning, reporting, and forecasting, including FTE and headcount tracking, charge-ins, utilization, and budget management.

Advanced proficiency in Microsoft Excel, including complex formulas, data analysis, and pivot tables; experience with Power Query, Power BI, or similar data visualization and reporting tools is considered an asset.

Experience with cost management and ERP systems such as SAP, Oracle, PIMS, or equivalent platforms is an asset.

Excellent written and verbal communication skills, with the ability to present complex information clearly and effectively to both technical and non-technical audiences.

Strong organizational skills with a high degree of accuracy, attention to detail, and commitment to data integrity.

Demonstrated success in managing competing priorities, meeting tight deadlines, and delivering high-quality results in a dynamic, fast-paced, multi-project environment.
