Two Positions Available: Technology Services & Operations

Are you an experienced People & Culture Business Partner who thrives during periods of organizational and service transformation? Do you bring the confidence, credibility, and judgment needed to partner with leaders in a complex, unionized public-sector environment? If so, we want to hear from you.

Due to internal promotions, we are looking for two People & Culture Business Partners (PCBP) — one supporting our Technology Services portfolio, and one supporting our Operations portfolio. Please indicate your portfolio of interest when applying; if you are open to either, let us know and we will consider you for both.

Reporting to the Director, People & Culture, the People & Culture Business Partner (PCBP) provides strategic and hands-on human resources leadership to their assigned portfolio. This role partners closely with mid-level and senior leaders to support workforce planning, organizational change, and the effective delivery of people strategies aligned with corporate priorities. As a trusted advisor, you will support leaders through complexity and change, translating business and operational needs into practical, compliant, and people-centred solutions.

These are senior-level People & Culture roles. Candidates must possess demonstrated experience in strategic HR and people practices, and a track record of operating as a trusted advisor to senior leadership.

WHAT YOU WILL DO:

  • Develop and maintain a strong understanding of your assigned portfolio, including business objectives, operational challenges, risks, and People & Culture requirements
  • Partner with leaders to support the delivery of strategic people plans aligned with departmental and corporate priorities
  • Lead or contribute to the development, implementation, and evaluation of People & Culture strategies, programs, and initiatives
  • Provide expert advice and guidance to mid-level and senior leaders on workforce planning, organizational design, performance management, employee relations, career development, and compensation
  • Support leaders through organizational change, including organizational design, evolving service delivery models, and system or process changes, ensuring consistency in approach and messaging
  • Translate business requirements into effective People & Culture practices that support engagement, capability, and retention
  • Provide ongoing coaching and guidance to people leaders, supporting leadership effectiveness and team development
  • Partner with People & Culture Centres of Excellence and the Data & Analytics team to leverage insights and data in support of short- and long-term people strategies
  • Build and maintain effective working relationships with leaders, employees, union representatives, and People & Culture colleagues
  • Research, analyze, and prepare reports, recommendations, draft policies, and other materials related to People & Culture programs, practices, and initiatives
  • Maintain current knowledge of legislation, best practices, and emerging issues relevant to your assigned workforce

WHAT YOU WILL BRING:

  • Demonstrated experience in strategic HR and people practices at a senior level, with a track record of advising and influencing senior leadership
  • A diploma or degree in Human Resources, plus a minimum of seven (7) years of progressive and/or senior human resources experience in a unionized environment, or an equivalent combination of education and experience
  • CPHR designation or working toward a recognized HR certification (considered an asset)
  • Demonstrated experience in a Human Resources Business Partner or senior HR Generalist role supporting complex portfolios
  • Experience working in a unionized environment is essential
  • Strong knowledge of employment legislation, collective agreements, and HR practices related to recruitment, performance management, attendance management, workforce planning
  • Excellent collaboration, communication, and influencing skills, with the ability to work effectively with technical and corporate leaders
  • Sound analytical, problem-solving, and decision-making skills, supported by strong judgment
  • Proven ability to manage competing priorities, work independently, and adapt to changing demands
  • High level of professionalism, discretion, and confidence when handling sensitive and emotionally charged matters
  • Strong technical skills, including experience with HRIS systems and standard business software applications

SECURITY REQUIREMENTS:

As a condition of employment at E-Comm, the required Police Security Clearance applicable to the position must be acquired and maintained. This is a process carried out by our law enforcement partner agencies, facilitated by E-Comm. The minimum residency in Canada to qualify for this position, as established by our law enforcement partner agencies, is 5 years.

To qualify for this process, a candidate may be either a Canadian Permanent Resident or Canadian Citizen. We regret any candidates under Student, Visitor, or Work Visas are not eligible for consideration.
