The TTC has a full-time opportunity within our Procurement and Category Management Department for a Category Manager in the Information Technology (IT) procurement category. In this role you will be responsible for planning and overseeing pre-award procurement activities, including tendering and purchasing, providing supervision to staff, representing the department on special projects, and supporting the Director with workforce planning, budgeting, and performance analysis.

What You Will Do As the Category Manager, IT you will be required to plan, coordinate, and provide oversight of procurement activities for the IT category. In addition, you will be responsible for leading and supporting the team to achieve established Objectives and Key Results (OKRs), ensuring performance targets are met through effective planning, execution, monitoring, and continuous improvement initiatives.

You will partner with user departments to assess and validate procurement requirements, while ensuring compliance with procurement policies, applicable legislation, and trade agreements. You will be responsible for facilitating the timely acquisition of goods and services to support operational and project needs. The role may also require driving and conducting site visits to vendors, contractors, and project locations to support procurement activities, contract administration, and stakeholder engagement.

You will review, assess, approve client's scope of work/specifications and requirements (e.g., budget/project approval, estimate, schedule, technical details), Commercial Analysis, Purchase Authorizations, Sole Source requests.

As the Category Manager, you will provide advice, guidance and direction to staff on specific commercial, legal and technical issues, and difficult /complex negotiations for contract awards.

As the Category Manager, you will maintain, develop and prepare specific/unique contract documents for the procurement of more complex goods and services, standard letters, forms and procurement tender/proposal documents.

You will plan, supervise and direct the daily work performed by direct reports. Additionally, you will develop short- and long-term strategies relating to methods, procedures, administration and staffing to enhance effectiveness of procurement processes. You will also identify and develop alternate sources of supply for goods and services, particularly for single source items to increase competition and reduce costs of goods/service purchased.

You will be responsible for gathering competitive data on various types of materials, equipment, services etc., from vendors or sales representatives to support informed procurement decisions.

Demonstrate behaviors that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment. What Qualifications Do You Bring?

Completion of a post-secondary college diploma or university degree in a related discipline or combination of education, training and experience deemed to be equivalent.

Professional purchasing accreditation or active enrollment with a professional body working towards certification considered an asset.

Experience working in public sector procurement is considered an asset.

You currently have a valid, non-probationary, Province of Ontario class "G" driver's license in good standing.

Experience in procurement, purchasing, sales, and category management principles, methods, and procedures.

Experience with the procurement process and related tender, evaluation and award processes.

Experience in broad-based sourcing strategies to drive financial benefits (i.e., through negotiations, reducing total cost of ownership, demand management and Supplier Relationship Management).

Must have knowledge of techniques for negotiating and expediting goods and services contracts as well as acknowledge of commercial contract documents, sources of supply, current prices for goods/services and related market trends.
