This position is Designated Bilingual. The successful candidate must be able to communicate verbally and in writing in both official languages (English and French).

Duties

The Bilingual Manager plays a key role in the Bureau de l’éducation française (BEF), being responsible for research, development and evaluation of complex programs and policies related to French-language education. The incumbent is responsible for the coordination of strategic policies and programs connecting across three branches as well as the office of the Assistant Deputy Minister of the BEF.

Qualifications

Essential:

• Post-secondary education, in a social science-related field (e.g. Public Administration, Political Studies, Economics, Sociology, Education) and several years of related work experience. Other combinations of education and experience may be considered.
• Experience researching, developing and evaluating complex policies and/or programs using advanced research and analysis principles and techniques
• Experience in project management, policy and program evaluation and strategic planning
• Demonstrated supervisory and/or leadership experience with the ability to mentor, coach and evaluate the work of staff
• Excellent written communication skills in French and English with experience writing a variety of authority-seeking documents and policy papers that include recommendations for senior officials and executive management
• Excellent verbal communication skills in French and English including the ability to make formal and informal presentations to a variety of audiences
• Excellent interpersonal skills with the ability to develop effective working relationships within a team and with a variety of internal and external stakeholders
• Strong organizational and time management skills with the ability to prioritize workloads, adapt to changing priorities and meet strict deadlines
• Excellent problem solving skills with the ability to make sound decisions
• Strong political acumen with the ability to manage confidential, controversial and politically sensitive material and situations in an appropriate manner

Desired:

• Knowledge of current issues in Manitoba's K-12 education system and issues related to the francophone community in a minority setting.

Conditions of Employment

• Must have the ability to travel within the Province of Manitoba
• Must be fluently bilingual in English and French
