Job Summary Under the direction of the Environment Manager, the Supervisor, Climate Policy leads the development and updates of the Climate Change Action Plan which includes advancing the climate actions, policies and programs within the CCAP, and developing partnerships to further climate action in the corporation and community.

Duties and Responsibilities

Plan, research, develop, coordinate, lead, facilitate, and collaborate with internal staff and external Groups of Interest to implement the CCAP including policy development and corporate and community greenhouse gas emission reduction and adaptation programs. This includes publicly reporting on CCAP progress.

Develop and foster strategies and partnerships to support the implementation of climate change initiatives in the City, in cooperation with external stakeholders, private sector partners, and funders.

Develop funding strategies to support the implementation of the CCAP, including leveraging external capital.

Lead research and technical analysis necessary to support advancement of action items identified in the CCAP and related plans.

Lead cross departmental working team(s) including assigning work, establishing key performance indicators, and including other departmental processes, opportunities and constraints that support the CCAP and the annual CCAP progress report.

Provide advice and strategic direction to other staff members, Leadership Team, Mayor and Members of Council, and external Groups of Interest and partners in furthering climate action corporately and in the community.

Serve as a key liaison with internal and external Groups of Interest, municipal partners, senior levels of government, including regional, provincial and federal on climate change issues.

Liaise and negotiate with utility companies, conservation authorities, post-secondary institutions, businesses, developers, land owners, and other external stakeholders, making presentations as well as written reports.

Responsible for managing the climate change operating and capital budgets.

Hire external consultant(s) and manage them in a fiscally responsible manner within the confines of corporate policies to support initiatives.

Work with the Environment Section and Corporate communications team to support media releases and engagement efforts including stakeholder events, panels and community engagement activities.

Supervise and provide oversight to climate change staff.

Perform other duties as assigned.

Skills and Qualifications

Post-Secondary Education in climate change, urban planning, engineering, environmental studies, science or related field or equivalent with a minimum of 7-10 years of progressive experience in environment and/or climate change; experience in both private and public sector is an asset.

In-depth knowledge in climate change mitigation and adaptation, community energy planning and energy mapping, risk assessments, climate data and science, the Federal, provincial, and municipal policy context and relevant external climate change trends.

Demonstrated ability to effectively lead complex interdepartmental projects and possess strong time management skills and ability to influence outcomes in a positive manner.

Ability to negotiate/facilitate, build consensus and present information to varied audiences in a concise and sensitive manner.

Excellent oral and written communication skills; Strong interpersonal skills to work effectively with all levels of staff, elected officials, and members of external agencies and stakeholders, and the general public.

Strong research, analytical and problem solving ability supported by business analysis experience, team leadership and facilitation capabilities. Leadership competencies include strategic agility, business acumen, communication and relationship building and driving change

Ability to self-manage in a timely and organized fashion and successfully engage in multiple initiatives simultaneously.

Commitment to service excellence is essential.

Basic computer skills based on Microsoft 365, including MS Word, Excel and PowerPoint skills are essential.

A driver's license is preferred for this position.
