CRA's National EE Staffing Strategy strives to eliminate gaps for the four EE designated groups: Indigenous peoples, persons with disabilities, members of visible minorities, and women. Where an EE gap exists at the time of appointment, EE may be used as an appointment criterion for permanent and temporary appointments over six months made through this process.

Employees are required to work on-site in accordance with the CRA's requirement for on-site presence. Workplace arrangements are based on the position, work location and operational requirements, and are subject to change. Specific on-site presence requirements will be shared with candidates selected for appointment. Workplace accommodations based on the duty to accommodate as well as individual exceptionsmay be granted depending on the circumstances and the nature of the work being performed.

Intent of this Staffing Process

The Winnipeg Tax Centre is looking for qualified and motivated individuals who are proficient in both of Canada's official languages—English and French—to fill several SP-003 and SP-004 term (temporary) positions. This staffing process will primarily be used to staff full‑time roles at the Winnipeg Tax Centre, located at 66 Stapon Road in Winnipeg, Manitoba. Some of these roles may require employees to work on-site at the Winnipeg Tax Centre for up to 100% of their scheduled hours.

This process will be used to staff positions in Winnipeg, Manitoba only. By submitting an application, you are confirming that you are either currently living within commuting distance of Winnipeg or are willing to relocate within commuting distance of Winnipeg. Virtual reporting is not an option.

Please note that this is a bilingual imperative staffing process; English‑essential positions will not be filled through this process.

Duties And Responsibilities

All positions filled through this process will involve;

  • Regular telephone interaction with taxpayers, delivering accurate information and providing clear guidance in response to inquiries.
  • The use of a variety of computer systems and software applications. This includes, but is not limited to, Microsoft Office tools such as Outlook (for communication and scheduling), Teams (for collaboration), Word (for document preparation), and Excel (for data tracking and analysis). Proficiency in navigating these systems efficiently and accurately is essential to performing job functions successfully.

The duties and responsibilities of these roles include, but are not limited to, the following:

  • Reviewing and assessing pre‑populated forms and supporting documentation to ensure completeness, accuracy, and compliance.
  • Proactively identifying potential issues, escalating complex or sensitive matters as appropriate, and conducting thorough research using both internal systems and external resources to effectively resolve concerns.

The Following Pools Will Be Created From This Requisition

  • Bilingual Imperative SP-03: BBB / BBB
  • Bilingual Imperative SP-04: BBC / BBC

The pools established from this staffing process may be used to staff similar or lower level positions.

When you apply to this staffing process, you are not applying for a specific job, but rather to an inventory for future vacancies.

The Canada Revenue Agency (CRA) currently has restrictions on certain hiring activities. As a result, any staffing from this process will be limited to temporary opportunities. Permanent staffing may be considered if circumstances change while this pool is still valid.

Who Can Apply

Any individual residing in Canada, and Canadian citizens and permanent residents residing abroad

Preference for appointment will be given to veterans first, followed by Canadian citizens, and permanent residents.

If you are a candidate from the general public, you will have to pay for any expenses related to your participation in this staffing process, as well as any relocation costs if you receive an offer of employment from this process.

Qualified members and former members of the Canadian Armed Forces who receive an offer of employment are not entitled to relocation costs from the CRA. They may, however, be entitled to a final relocation from the Department of National Defence.

Education

  • Successful completion of a secondary school diploma

Some SP04 Positionsrequire The Following Additional Educational Requirements

  • Successful completion of the following courses or field of studies from arecognized postsecondary institutionor from arecognized professional accounting association:
    • Chartered Professional Accountant (CPA) Introductory Financial Accounting or FA1 or Introductory Accounting or Introductory Financial Accounting.

Foreign Education Credentials

If you have foreign education credentials, you must have your education credentials confirmed by a recognized credential assessment service and provide proof of Canadian equivalency to the staffing board. For more information, visit theCanadian Information Centre for International Credentials. Any applicable fees are your responsibility.

Proof of Education

You must ensure that clear and legible electronic copies of your education credentials are uploaded as attachments into the education factor(s) in the education section of your candidate profile. This proof may include a copy of your secondary school diploma; official transcript; secondary school equivalence test, degree, applied degree, or diploma from a recognized post-secondary institution. Failure to do so may result in your application not being given further consideration.

Your name in your CRA candidate profile should match the name on your government issued photo ID and your education credentials. If it does not, please correct your name in your candidate profile by logging in to theCareers websiteor contact the staffing board with any questions/concerns. If your education credentials show a different or former name, please provide proof of legal name change (i.e. Certificate of Change of Name). Failure to upload and/or to provide supporting document(s) may result in your application not being considered further.

You must be able to demonstrate that you can work in both English and French. Language testing will be required to confirm your proficiency. The oral interaction portion of this testing will be conducted via Microsoft Teams.

Additional Information

Assessments are expected to begin for the first wave of candidates in September 2026. You must notify the staffing board of any leave plans or change in contact information during this staffing process. If for any reason you are unable to attend any scheduled assessment session, it is your responsibility to inform the staffing board in advance. Assessments will only be rescheduled for exceptional circumstances. The staffing board will make decisions on a case by case basis. All interactions throughout this process, including email correspondence, may be used in the assessment of the essential staffing requirements listed above.
