With the power of many curious minds, together we can solve the world’s most complex challenges and deliver more impact together.Role description:Arcadis is seeking a Quality Manager for Engineering Services during the Construction (ESDC) phase of a major infrastructure project in Vancouver The Quality Manager will lead all Quality Assurance and Quality Control activities and processes throughout the Engineering Services During Construction phase, ensuring that engineering and construction works are delivered in accordance with contractual requirements, approved designs, applicable codes and standards, regulatory approvals, and the Project Quality Management System .This role will also oversee Quality Control (QC) activities by managing inspections and testing to ensure all work meets or exceeds project requirements. Operating within a Progressive Design-Build (PDB) model, the position requires active engagement with a diverse group of stakeholders, fostering early contractor involvement and collaborative risk-sharing. Exceptional communication skills, high emotional intelligence, and a “best-for-project” mindset are crucial for success in this dynamic, team-oriented environment. The Quality Manager will play a key role in ensuring the safe, timely, and high-quality delivery of this vital regional infrastructure project.This role will sit within our Mobility Global Business Area, (GBA). We design connected, sustainable solutions that integrate existing infrastructure with new technologies, and optimize the mobility of people and goods.Role accountabilities:Arcadis is seeking a Quality Manager for Engineering Services during the Construction phase of the Fraser River Tunnel Project (FRTP), a transformative infrastructure project in Metro Vancouver. In this role, you will lead the project’s quality management system (QMS) and a dedicated quality team, ensuring that all aspects of quality planning and implementation are rigorously executed. You will be responsible for developing, implementing, and maintaining the comprehensive Construction Quality Management Plan (CQMP), ensuring that it aligns with project specifications, regulatory requirements, and recognized standards such as ISO 9001. You will define clear quality objectives, procedures, and standards for all phases of construction and engineering services, setting the foundation for excellence throughout the project lifecycle.In this role, you will oversee all aspects of Quality Control (QC), including the implementation of Inspection and Testing Plans (ITPs), and will review and approve results from materials testing and field inspections. You will be expected to meticulously review and validate project documentation—including submittals, shop drawings, and 'as-built' records—to ensure full conformance with design and contract requirements. Your responsibilities will also include leading and conducting regular internal and external quality audits of construction processes, suppliers, and subcontractors to verify adherence to the CQMP and relevant standards. As the primary point of contact for all quality matters, you will liaise closely with the owner, design team, regulatory agencies, and the Design-Builder/contractors to maintain high standards and foster collaboration.In addition, you will manage the system for identifying, documenting, tracking, and resolving Non-Conformances (NCRs), ensuring that robust root-cause analysis and effective corrective and preventive actions are implemented. You will prepare and deliver detailed Quality Management System performance reports for project leadership, highlighting key metrics, trends, and areas for continuous improvement. By proactively analyzing quality performance data, you will identify risks and recommend opportunities for efficiency and quality enhancement across the project.Finally, in this role, you will play a critical part in promoting a culture of quality excellence. You will lead structured training sessions for project personnel, subcontractors, and stakeholders, ensuring everyone is well-versed in the requirements and procedures outlined in the DQMP and CQMP. Through your leadership, you will help to embed a commitment to quality at every level of the project, driving successful outcomes for this vital regional infrastructure initiative.Qualifications & Experience:Minimum 15 years of filed construction activities including coastal, marine structures, heavy civil and infrastructure land activitiesBachelor’s degree in civil engineering or a construction-related field requiredStrong knowledge of construction processes, materials, and methodsUnderstanding of quality management principles and practicesFamiliarity with relevant codes, regulations, and standardsExcellent communication and interpersonal skillsStrong analytical and problem-solving skillsRelevant certifications, such as the Certified Construction Quality Manager (CCQM) from ASQ, are highly beneficialP.ENG is highly beneficialWhy Arcadis?We can only achieve our goals when everyone is empowered to be their best.
