The Calgary West Central Primary Care Network (CWC PCN) is a non-profit organization committed to a healthier future. As a Primary Care Network we work alongside hundreds of family doctors (our members) to support the patient-doctor relationship and provide programs and services at no cost to doctor or patient.

As the Director of Human Resources & Corporate Governance you will provide strategic leadership and oversight of the Human Resources Policy Governance and Privacy functions. You will lead the continuous evolution and effectiveness of programs frameworks and initiatives in alignment with the organizations vision mission and values while fostering a healthy workplace culture and ensuring effective governance compliance and risk management.

This role is primarily a work-from-home position with occasional in-person responsibilities; therefore the successful candidate must be located within the Calgary Zone or the surrounding area (e.g. Chestermere Airdrie etc.).

Responsibilities

Leadership

  • Serve as a member of the Leadership Team contributing to organizational strategy business planning policy development and enterprise decision-making.
  • Oversee Human Resources (HR) and Corporate Governance (CG) departmental operations organizational structure and resource allocation to support service delivery and business objectives.
  • Develop and manage the annual operating budget and ensure effective stewardship of departmental resources.
  • Lead all aspects of people management for the Manager of Human Resources and the Manager of Corporate Governance including recruitment performance management and employee development.
  • Create an engaged high-performing team through clear communication coaching accountability and continuous development opportunities.
  • Ensure compliance with organizational policies payroll and timekeeping requirements workplace health and safety standards and other applicable legislation.

Human Resources

  • Develop and execute an HR strategy that supports the organizations short- and long-term objectives aligning workforce culture operational and financial priorities.
  • Lead organizational change management employee engagement and communication initiatives that foster a positive inclusive and high-performing workplace culture.
  • Provide strategic oversight of employee relations workplace investigations and the application of employment legislation organizational policies and HR best practices.
  • Monitor legislative regulatory labour market and industry trends to assess risk and inform organizational decision-making and workforce strategies.
  • Oversee the organizations total rewards programs including compensation philosophy benefits market reviews job evaluation processes and compensation budgeting.
  • Ensure HR strategies are enabled by effective technology systems workforce analytics and data-driven decision-making.
  • Lead workforce planning talent acquisition succession planning and leadership development initiatives to attract develop and retain a diverse and qualified workforce.

Corporate Governance

  • Provide strategic leadership of the organizations policy governance framework ensuring policies and related procedures are aligned with organizational objectives regulatory requirements and organizational values.
  • Oversee business continuity and enterprise risk management programs to support organizational resilience regulatory readiness and effective identification mitigation and monitoring of enterprise risks.
  • Provide strategic leadership and oversight of the organizations privacy and information management program ensuring alignment with organizational objectives legal requirements and best practices.
  • Oversee enterprise privacy risk management including privacy frameworks risk assessments breach response investigations and mitigation strategies.
  • Provide strategic leadership and oversight of the organizations governance framework ensuring alignment with organizational strategy regulatory requirements and governance best practices.
  • Oversee the Corporate Governance function and promote a culture of accountability through effective Board support governance processes and organizational compliance.


Requirements

Education:

  • A Bachelors degree in Human Resources Labour Relations Leadership Business Administration or other relevant related discipline is required.
  • A Masters degree in Human Resources Labour Relations Leadership Business Administration or other relevant advanced degree in a related discipline is an asset.

Experience:

The following experience is required:

  • A minimum of six years progressive professional Human Resources experience in a generalist or business partner capacity with increasing levels of responsibility.
  • A minimum of five years experience leading a team and accountable for all aspects of people leadership including performance management coaching employee development and employee relations.
  • A minimum of two years of demonstrated strategic leadership experience including developing and executing organizational strategies driving transformational initiatives and achieving business objectives.
  • A minimum of two years experience working directly with Boards of Directors and Board Committees.
  • A minimum of two years experience leading policy governance and organizational policy development implementation and oversight.

The following experience is an asset:

  • A minimum of two years experience supporting a remote dispersed workforce.
  • A minimum of one year of payroll experience.

Equivalencies of education and experience may be considered.

Certification: CPHR designation or a willingness to obtain is required. Prosci change management certification is an asset.

Technical: Proficiency in the Microsoft Office Suite (Word Excel Outlook PowerPoint Teams). Proficiency in HRIS systems required specifically UKG is an asset.

Backgroundcheck: A clear Criminal Background and Credit Check are required to start.
