The Fleet Operations within the Facilities Management is currently seeking a Full-time Regular Fleet, Irrigation and Municipal Services Supervisor. Facilities Management is responsible for providing the operational services that support the University's buildings, infrastructure, and physical assets. These services include administration, maintenance, custodial operations, fire protection, pest control, snow removal, grounds maintenance, landscaping, environmental operations, utility management, waste and recycling, service contracts, leases, and related operational support.

The Operations & Maintenance department ensures that University-owned and leased facilities, infrastructure, grounds, building systems, and utility distribution networks are operated and maintained in a safe, reliable, efficient, and cost-effective manner to support teaching, research, and administrative activities. The Grounds and Roads unit is responsible for maintaining the University's outdoor environment, including roads, sidewalks, parking areas, landscaping, irrigation systems, stormwater infrastructure, underground utilities, fleet operations, and municipal services. Reporting to the Manager, Grounds, Roads and Fleet, the Manager, Fleet, Irrigation and Municipal Services provides operational leadership for the University's fleet, irrigation, and municipal services programs. The position is responsible for strategic planning, operational oversight, contract administration, budgeting, preventative maintenance programs, capital renewal initiatives, and continuous improvement activities that ensure reliable, sustainable, and efficient service delivery. The incumbent supervises unionized staff, contractors, consultants, and student employees, and is accountable for recruitment, onboarding, training, coaching, performance management, workforce planning, and disciplinary actions up to and including termination, in accordance with University policies and applicable collective agreements. This position exercises considerable independent judgment while working under the general direction of the Manager. Decisions frequently involve medium to high complexity and have significant operational, financial, safety, and service impacts across the University. The position requires balancing competing priorities, responding to emergencies, managing aging infrastructure, adapting to evolving technologies, and maintaining uninterrupted service delivery. The position is exempt and forms part of the Management and Professional Staff (MaPS) job family. Normal working hours are Monday to Friday, 35 hours per week. The incumbent participates in a rotational on-call schedule and is expected to respond to operational emergencies, critical incidents, and service interruptions outside normal business hours, including evenings, weekends, and statutory holidays as required.

Primary Purpose of the Position (key purpose, functions, roles): Under the general direction of the Manager, Grounds, Roads and Fleet, this position provides leadership and operational oversight for the University's Fleet, Irrigation and Municipal Services portfolio. The incumbent is responsible for planning, organizing, directing, and continuously improving fleet operations, irrigation systems, stormwater infrastructure, underground utilities, and related municipal services across University campuses. Responsibilities include operational planning, financial management, procurement, contract administration, capital planning, preventative maintenance, regulatory compliance, risk management, and emergency response. The position oversees the full lifecycle management of the University's fleet assets, including vehicle procurement, maintenance, utilization, fuel management, sustainability initiatives, disposal, and replacement planning. The incumbent evaluates emerging technologies and alternative fuel strategies to improve operational efficiency, environmental performance, and lifecycle costs. Working collaboratively with internal and external stakeholders, the Manager ensures safe, reliable, cost-effective, and customer-focused operations while supporting the University's strategic objectives, sustainability commitments, and operational excellence initiatives.

Summary of Key Responsibilities (job functions include but are not limited to): The Manager, Fleet, Irrigation and Municipal Services is responsible for the leadership, planning, administration, and continuous improvement of the University's fleet operations, irrigation systems, municipal infrastructure, and related maintenance programs.

Operational Leadership

• Leads the planning, organization, delivery, and continuous improvement of fleet, irrigation, municipal services, stormwater infrastructure, underground utilities, and related maintenance programs.
• Develops annual operating plans, preventative maintenance programs, lifecycle replacement strategies, and service delivery standards.
• Oversees work planning, work order management, scheduling, resource allocation, and emergency response activities.
• Monitors operational performance and implements improvements that enhance efficiency, reliability, sustainability, and customer service.

Leadership and People Management

• Provides leadership, coaching, mentoring, performance management, recruitment, succession planning, workforce planning, and employee development.
• Supervises unionized staff, contractors, consultants, and student employees.
• Builds a culture of collaboration, accountability, innovation, safety, and continuous improvement.
• Supports employee engagement and promotes professional development.

Financial and Contract Management

• Develops and administers operating and capital budgets.
• Oversees procurement activities, competitive tendering, contract negotiations, contractor performance, and vendor relationships.
• Ensures responsible stewardship of University resources while identifying cost‑saving opportunities and operational efficiencies.
• Provides financial forecasting, reporting, and recommendations to support departmental decision‑making.

Asset Management

• Oversees the complete lifecycle management of fleet assets, including procurement, maintenance, utilization, fuel management, replacement planning, disposal, and remarketing.
• Manages municipal infrastructure assets including irrigation systems, stormwater systems, underground utilities, and related infrastructure.
• Supports long‑term capital renewal planning and asset management strategies.

Stakeholder Relations

• Collaborates with internal departments, consultants, contractors, utility providers, municipalities, regulatory agencies, and external partners.
• Provides technical expertise and operational recommendations on maintenance, construction, and capital projects.
• Responds to customer concerns and service requests while maintaining a strong customer‑focused approach.

Compliance and Risk Management

• Ensures compliance with applicable legislation, codes, regulations, environmental standards, University policies, collective agreements, and contractual obligations.
• Promotes a safe workplace by ensuring compliance with Occupational Health and Safety legislation and University safety programs.
• Investigates operational incidents, service interruptions, and safety concerns, implementing corrective and preventative actions as required.

Continuous Improvement

• Identifies opportunities to improve operational performance, service delivery, sustainability, and asset reliability.
• Evaluates emerging technologies, equipment, fleet innovations, and alternative fuel strategies.
• Develops performance measures and reporting systems to support evidence‑based decision‑making and continuous improvement.
• Performs other related duties as assigned.

Qualifications / Requirements:

• Degree in business administration, management, with at least 5 minimum of five years of progressively responsible experience in fleet management, municipal infrastructure, facilities operations, or a related field; or an equivalent combination of education and experience.
• Professional designation such as Certified Automotive Fleet Manager (CAFM) or Certified Public Fleet Professional (CPFP) is considered an asset.
• Minimum of five to seven years of progressive leadership experience supervising staff within a unionized environment.
• Demonstrated experience managing fleet operations, municipal infrastructure, irrigation systems, underground utilities, and preventative maintenance programs.
• Proven leadership skills with the ability to mentor, coach, motivate, and develop employees while fostering a respectful, inclusive, and high‑performing workplace.
• Experience managing operating and capital budgets, procurement activities, tenders, service contracts, and vendor performance.
• Strong understanding of applicable legislation, environmental regulations, occupational health and safety requirements, and municipal standards.
• Demonstrated ability to interpret engineering drawings, specifications, technical documents, and contract requirements.
• Excellent analytical, organizational, communication, presentation, and problem‑solving skills.
• Strong customer service orientation with the ability to build collaborative relationships across multiple stakeholder groups.
• Demonstrated proficiency using Microsoft Office applications and computerized maintenance management systems (CMMS). Experience with Archibus and PeopleSoft is considered an asset.
• Commitment to continuous learning, innovation, and leadership development.
• A valid Class 5 driver's license (cannot be a graduated license) with proven good driving record (abstract required).
• Valid Standard First Aid certification is considered an asset.
