Job description

POSITION TITLE: Business Consultant II

DEPARTMENT: NRG

CLASSIFICATION: MGO-09

SALARY RANGE: Starting at $100,815.00 Per Annum

POSITION TYPE: Full-time, Permanent

LOCATION: Saskatoon (Hybrid)

ACCOUNTABLE TO: Senior Business Consultant

Brief Overview: Under the direction of the Senior Business Consultant, the Business Consultant II leads the development and implementation of evaluation frameworks and performance monitoring for government programs and projects, contributing to government-wide transparency, accountability, and continuous improvement across the Nation. The incumbent establishes key performance indicators and benchmarks, assesses operational systems and processes to identify gaps, risks, and inefficiencies, and translates complex data into clear, actionable insights for leadership and stakeholders. As the Government expands, this position will collaborate with Ministries and Departments and build productive relationships with key stakeholders, auditors, and funders to align evaluation practices and distinction-based planning across the organization. The goal is to ensure that MN-S programs and decisions are measurable, evidence-based, and grounded in the Nation's strategic and culturally grounded priorities.

Key Responsibilities

Strategic Evaluation and Performance Monitoring

  • Develop and implement evaluation frameworks aligned with governmental strategic and distinction-based priorities.
  • Establish key performance indicators (KPIs), benchmarks, and measurable outcomes.
  • Monitor system performance and program effectiveness through quantitative and qualitative analysis.
  • Conduct periodic strategic reviews and impact assessments.
  • Work with internal departments to ensure alignment between contribution agreements and reporting requirements.

Systems Analysis and Improvement

  • Assess operational systems, policies, and processes to identify gaps, risks, and inefficiencies.
  • Lead system-mapping and workflow optimization initiatives.
  • Recommend evidence-based improvements to enhance organizational performance.
  • Support the integration of evaluation findings into strategic and distinction-based planning cycles.
  • Ensure future projects and programs align with distinction-based planning.
  • Assist and recommend timelines and priorities over project life cycles.

Data Management and Reporting

  • Oversee data collection methodologies and ensure data integrity and reliability.
  • Develop dashboards, performance reports, and executive briefings.
  • Translate complex data into clear, actionable insights for leadership and stakeholders.
  • Ensure compliance with reporting standards and governance requirements.

Stakeholder Engagement and Collaboration

  • Collaborate with internal departments to align evaluation practices across the government.
  • Facilitate workshops and consultations to support performance measurement capacity with senior leadership and Directors.
  • Liaise with external partners, auditors, and funders as required.

Risk and Compliance Oversight

  • Monitor risks related to system performance and strategic implementation.
  • Ensure evaluation processes align with regulatory, policy, and governance standards.
  • Support audit processes and continuous improvement initiatives.
  • Other duties as assigned.

Knowledge And Skills

  • Knowledge of government, Indigenous governance, and complex public-sector environments, including an understanding of organizational structures, decision-making processes, and stakeholder engagement practices.
  • Understanding of Métis culture, citizens, communities, and Indigenous worldviews, with a demonstrated commitment to cultural awareness, respect, and reconciliation.
  • Familiarity with distinction-based, culturally grounded, and Indigenous-informed strategic planning frameworks and approaches.
  • Strong ability to build and maintain collaborative relationships with diverse stakeholders, including government representatives, Indigenous leaders, community members, and partner organizations.
  • Excellent organizational, planning, and time-management skills, with the ability to manage multiple priorities, adapt to changing demands, and consistently meet deadlines.
  • Demonstrated flexibility, resilience, and the ability to effectively navigate evolving priorities and dynamic work environments.
  • Strong analytical, problem-solving, and decision-making skills, with the ability to assess complex issues and identify practical solutions.
  • Excellent written, verbal, and interpersonal communication skills, including the ability to prepare reports, presentations, correspondence, and briefing materials.
  • Proficiency in Microsoft Office applications, including Word, Outlook, Excel, and PowerPoint.
  • Ability to work independently with minimal supervision while contributing effectively as a member of a collaborative team.
  • High level of professionalism, initiative, sound judgment, and accountability in managing responsibilities and achieving results.

Qualifications

  • Undergraduate degree in Public Administration, Policy Studies, Economics, Business Administration, Statistics, or a related discipline.
  • Master’s degree in a relevant field is considered a strong asset.
  • Formal training or certification in one or more of the following is an asset:
  • Program Evaluation or Performance Measurement
  • Continuous Improvement (e.g., Lean, Six Sigma, Results-Based Management)
  • Project Management (e.g., PMP or equivalent)
  • Data Analytics, Monitoring & Evaluation (M&E)

Additional Requirements

  • May require travel to remote or rural communities.
  • Must undergo a Criminal Record Check.
  • Valid Saskatchewan driver’s license and access reliable transportation
