Role Overview

Reporting to the Superintendent, Environmental Management, the Environmental Regulatory Specialist (known as an Environmental Specialist/ Engineer) supports Trail Operations' environmental compliance programs through the management of environmental permits, regulatory requirements, and environmental management systems. The role works closely with operating departments, project teams, environmental professionals, and regulatory agencies to support compliance with environmental legislation, permit conditions, and corporate standards.

This position is one of the various positions reporting directly to the Superintendent, Environmental Management. Portfolio rotations may be implemented for this role and incumbents may be required to focus on various aspects of the accountabilities based on assigned priorities.

Key Responsibilities

  • Be a courageous safety leader, adhere to and sponsor health, safety and environmental rules and procedures.
  • Responsible for the maintenance of environmental permits, approvals, authorizations, and regulatory commitments by coordinating and reviewing consultant studies, technical reports, permit applications, regulatory submissions, amendments, and associated documentation.
  • Monitor changes to provincial, federal, and municipal environmental legislation, regulations, policies, and guidance documents and assesses potential implications to Trail Operations.
  • Communicate regulatory changes, permit requirements, and compliance obligations to operating departments and supports the implementation of actions necessary to achieve and maintain compliance.
  • Support communications and working relationships with environmental regulatory agencies, including the BC Ministry of Environment and Parks and Environment and Climate Change Canada.
  • Review proposed operational, maintenance, and project changes to identify permitting, regulatory, and environmental compliance considerations, and supports environmental planning and permitting activities associated with operational and capital projects.
  • Support operating departments in the implementation and continual improvement of the ISO 14001 Environmental Management System, including environmental aspect and impact assessments, compliance obligation evaluations, risk assessments, corrective actions, and other EMS requirements.
  • Review and updates procedures, reports, standards, and controlled documents in response to changing regulations, permit conditions, standards or other requirements.
  • Lead regulatory inspections, audits, compliance assessments, information requests, and supports investigations related to environmental performance and permit compliance, including internal, external, management system, and certification audits.
  • Lead in coordination with subject matter experts the preparation of environmental performance reports, regulatory correspondence, and management presentations.
  • Support environmental incident investigations and the development and tracking of corrective actions.
  • Perform other related duties as required.

Qualifications

  • Degree or diploma in a related field, such as environmental planning or environmental science, natural resource fields such as biology or forestry, engineering, or an equivalent combination of education and experience
  • Professional status in BC, or eligibility for registration (e.g., P.Eng., P.Ag., P.Chem., RPBio) would be an asset.
  • Experience in environmental permitting, regulatory compliance, environmental management systems, or environmental consulting is required.
  • Knowledge of provincial and federal environmental legislation applicable to industrial operations is required, including permitting under the Environmental Management Act, Water Sustainability Act, and Environmental Assessment Act.
  • Experience working with federal permitting processes is an asset.
  • Knowledge and experience with Environmental Management Systems such as ISO 14001 is desirable.
  • Experience conducting environmental compliance assessments, audits, inspections, and regulatory reviews
  • Demonstrated ability to independently develop and execute work plans in accordance with departmental objectives and schedules, and to build effective working relationships with operations, engineering, consultants, regulators, and other stakeholders.
  • Strong analytical, organizational, technical writing, and communication skills are required.
  • Direct experience in the smelting or refining industry and associated environmental monitoring and management is desirable.

Pay Range: CAD $107,000 - $150,465 per year

The actual amount offered is determined based on the successful candidate’s relevant experience, skills, and competencies and considers internal equity.
