The Calgary West Central Primary Care Network (CWC PCN) is a non-profit organization committed to a healthier future. As a Primary Care Network, we work alongside hundreds of family doctors (our members) to support the patient-doctor relationship and provide programs and services at no cost to doctor or patient.

As the Manager of Human Resources (HR), you’ll plan, direct, and implement all aspects of the CWC PCN’s HR strategy to align with business objectives. You’ll lead and provide oversight to the HR team in operating talent acquisition, total rewards, learning and development, organizational change and development, employee relations, performance management, occupational health and safety, engagement and retention, and HR technology and analytics.

This role is primarily a work-from-home position with occasional in-person responsibilities; therefore, the successful candidate must be located within the Calgary Zone or the surrounding area (e.g., Chestermere, Airdrie, etc.).

Responsibilities

  • Manage and ensure the efficient day-to-day delivery of HR services and processes across the organization.
  • Establish and maintain ongoing partnerships with clients (CWC PCN leadership and management) and provide advice based on best practices, policies, and employment law.
  • Act as a key contact for the HRIS system (UKG) relationship; maintain expertise in the functionality of the UKG HR Information System.
  • Work with business units to analyze and forecast needs, identify critical talent gaps, and develop and implement appropriate strategies for talent acquisition, engagement, development, and retention.
  • Support the annual market compensation review and salary structure adjustment process, and the comprehensive triennial market survey and job evaluation process.
  • Lead the annual compensation and benefits entitlements allocation process and communication of total rewards packages to employees including preparation of total rewards statements.
  • Lead the job evaluation and salary structure placement process for all new and updated roles.
  • Act as key contact for the benefits provider relationship and all group benefits programs.
  • Support internal and external learning and development initiatives, including the design, delivery, and oversight of programs to ensure alignment with organizational values and visions.
  • Oversee the resolution of sensitive and complex employee issues.
  • Continually monitor legal and regulatory developments in employment law and update policies and procedures.
  • Lead and oversee the CWC PCN’s Occupational Health & Safety (OHS) Management System including policies, procedures, training, and documentation that meet or exceed legislative requirements.
  • In collaboration with the department director, develop and manage the annual budget for the department.
  • Oversee performance management processes through annual reviews and ongoing performance discussions.
  • Lead the full employee lifecycle for direct reports, including recruitment, onboarding, performance management, development, recognition, and timely resolution of performance concerns.
  • Lead the design, development, implementation, and operation of departmental program offerings using project and change management methodologies, ensuring alignment with business objectives.

Requirements

Education: A bachelor’s degree in Human Resources or a related field is required.

Experience: The following experience is required:

  • A minimum of six years’ progressive Human Resources experience in a generalist or business partner capacity, with increasing levels of responsibility.
  • A minimum of two years’ experience leading a team and accountable for all aspects of people leadership, including performance management, coaching, employee development, and employee relations.

The following experience is an asset:

  • A minimum of two years’ experience supporting a remote, dispersed workforce.
  • A minimum of one year of payroll experience.

Equivalencies of education and experience may be considered.

Certification: CPHR designation is required. Prosci change management certification is an asset.

Technical: Proficiency in the Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Teams). Proficiency in HRIS systems (UKG).

Background check: A clear Criminal Background check is required to start.
