Responsibilities

  • Develops and implements detailed plans and recommends policies and policies regarding program specific requirements.
  • Manages, motivates, and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests.

Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.

  • Develops, recommends, and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
  • Leads specific program areas including emergency social services, business continuity, community engagement, training and exercises.
  • Conducts research into assigned area ensuring it takes into account developments within the field, corporate policies and practices, legislation, and initiatives by other levels of government.
  • Provides strategic policy advice and professional judgement on complex and contentious issues for the Division Head and senior management.
  • Analyzes the potential impact of proposed legislation and regulations and recommends change to operational policies or procedures to comply with any changes in legal mandates.
  • Deals with confidential and sensitive information affecting the Division's operations, assets and resources.
  • Provides advice and recommendations directly to senior management and the Division Head on all matters related to portfolio programs including issues that have a Division-wide impact.
  • Prepares responses and provides guidance in the development of briefs on the Division's initiatives, policy documents and other material as needed.
  • Supports and coordinates the fundamental divisional emergency strategies of risk identification, mitigation, preparedness, response, and recovery.
  • Leads the development of standardized methodologies and procedures regarding response protocols, call-out and coordination mechanisms, and best practices.
  • Identifies, implements, and supports a "best practices" approach for the administration and management of the Division's programs.
  • Identifies new and emerging issues, trends, practices and directions in the business and industry marketplace affecting the Division.

Develops a strategy for assessing the potential impact of these changes on the organization.

  • Provides ongoing emergency management liaison, advice and guidance to division representatives, private sector partners, the public and other levels of government in administering and operationalizing the provisions of the emergency plan in their respective areas.
  • Investigates and prepares appropriate responses to internal, public, or political inquiries. Prepares reports and / or briefing notes to committees, council, or senior staff.
  • Develops work plans, sets objectives, monitors, and prepares reports related to assigned projects addressing policy development, emerging trends and issues related to emergency management response, and operational efficiencies.
  • Represents the Division on various internal and external committees comprised of senior personnel from all levels of government, industry, and private organizations.
  • Provides for 24 / 7 emergency stand-by coverage and operational response to the Emergency Operations Centre or the emergency site, as required, for emergencies in Toronto.

Key Qualifications

  • Post-secondary education and experience in a discipline pertinent to the job function, or the approved equivalent combination of education and / or related experience.
  • Experience in developing and overseeing large, complex organizational programs, including emergency management programs in a major public or private sector organization.
  • Supervisory experience managing, leading and coaching staff, including familiarity with the Occupational Health and Safety Act.
  • Considerable experience in emergency management including : operational responses; plan development; design and implementation of exercises and training;
  • hazard identification and risk assessment; critical infrastructure; public education; business continuity management; emergency social services;

incident management system; emergency operations centre operations; special events; community engagement; nuclear planning; etc.

Through this background, you’ve acquired considerable knowledge of the concepts, principles and strategies associated with emergency preparedness, prevention, mitigation, response and recovery, and the ability to provide work direction in a multi-agency, diverse workplace under considerable pressure for deliverables.

With your demonstrated progressive leadership / management experience in a relevant field (private or public sector), in a large, complex, multiple stakeholder organization, you can also handle day-to-day labour relation issues, and perform hiring and performance evaluation functions.

The ability to travel to the emergency center at all hours of the day or night is essential in order to reach the emergency site(s) on a rotating standby (on-call) basis.

Given the scope of this mandate, you’ll be familiar with applicable provincial legislation, including the Emergency Management and Civil Protection Act and the Provincial Nuclear Emergency Response Plan, demonstrate knowledge of municipal obligations in ensuring compliance with respective legislation, and be able to travel to the Emergency Operations Centre at any time of the day or night.

Incident Command System training, Business Continuity Planning certification and / or a Certified Emergency Manager designation will be considered assets.

A skilled communicator, verbally and in writing, you can interact effectively and professionally at all levels of an organization, including elected officials, and with external stakeholders, and prepare and deliver comprehensive reports / presentations to senior staff and Committees on request, and have the problem-solving ability and flexibility to change strategies, objectives and tactics in response to changing priorities.

Above all, you have a passion for the Toronto public service, with a focus on contributing to City building objectives, and the promotion of equity, inclusion and diversity, and a desire to affect positive change for the City.
