Job description

Level
LP-01,NB-01-(NBLEG-01) The CER has a classification system that differs from the greater public service. This NBLEG-01 position is similar to an LP-01 in terms of salary range only.

Duties
As a Legal Counsel of the Canada Energy Regulator, you may be required to:

  1. Undertake research and provide legal advice and opinions to the Commission, management, and staff, on all matters within the jurisdiction of the CER, including:
    • pipeline engineering, safety, and environment
    • financial regulation of pipelines
    • energy exports
    • frontier development
    • interpretation of legislation applicable to the CER
    • personnel and financial legislation applicable to the CER
    • jurisdiction of the CER
    • administrative law
    • aboriginal and Crown consultation
    • Indigenous laws and legal traditions
  2. Act as counsel on public hearings which will involve:
    • provision of advice on procedural and evidentiary requirements
    • conducting examination of witnesses
  3. Draft, or assist in the drafting of orders, regulations, memoranda of guidance, reports, and correspondence. At the LEG-01 level, the lawyer will typically act autonomously. Counsel at this level will act as sole counsel on routine matters and assist more experienced counsel on complex hearings.

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:

  • Annual performance pay which includes elements of individual performance and corporate performance.
  • Annual market allowance which applies only to specified operational positions applies to this position;

Conditions of employment

1) Occupational Certification: Membership in good standing in the Law Society of one of the provinces or territories in Canada and admission or qualifications to be admitted to the Law Society of Alberta.2) Willingness to undergo, successfully pass and maintain a “reliability” security clearance.3) Compliance with the CER’s Code of Conduct is required.

You need (essential for the job)

Your application must clearly explain how you meet the following

Education: Law degree from a recognized Canadian law school.

Membership in good standing in the Law Society of one of the provinces or territories in Canada and admission or qualifications to be admitted to the Law Society of Alberta.

Experience:E1 Approximately 2-5 years of experience managing legal files from initiation to completion, namely: developing approach to file, providing legal advice, and delivering final work products (e.g.,, memoranda of law, legal opinions, draft decisions, and other similar documents).E2 Experience appearing before, or supporting the proceedings of, a court, tribunal, or quasi-judicial decision-maker (e.g., hearings, motions, or similar processes).E3 Approximately 2-5 years of experience providing legal advice in two or more of the following practice areas: financial regulation of pipelines, administrative law, natural resources law, environmental law, and Aboriginal law and consultation.

Asset Qualifications:
AQ1 Experience advising on legal and regulatory matters in the electricity sector.
AQ2 Experience giving legal advice on privacy and access to information matters.
